Since 1990 Catherine Rockandel has worked as a process facilitator, a community and organizational engagement strategist, and a partnership planner in the public, private and non-governmental sectors.  She works with communities, cultural, social, educational, and industry organizations to facilitate collaborative planning and enhance strategic decision-making. We help our clients to build relationships in communities and transform conflict through collaboration. Our cooperative approach is equitable, builds trust, and creates opportunities. The results are sustainable relationships that leverage and maximize resources. Ms Rockandel is able to analyze micro level issues, while retaining a macro level perspective. We conducted stakeholder research, manage community engagement processes, facilitating planning workshops, and conduct preliminary partnership planning with potential partners including the Squamish Nation and the North Shore Multicultural Society.


Putting Children First Initiative, September 2009 to March 2010

Our role was to facilitate a multi-stakeholder engagement process in the geographically dispersed Sea to Sky corridor that includes the Municipalities of Squamish, Whistler, Pemberton, Squamish First Nation, Mt Currie Band, N’Quatqua First Nation and the Lower Lakes First Nations communities of Douglas, Skatin, Samahquam and Tipella. Our work resulted in these communities and Vancouver Coastal Health, Ministry of Children and Family Development, School District 48, Sea to Sky Community Services signing a Memorandum of Understanding that enhances collaboration, coordination and the efficient use of finite resources in providing services to children 0-6 years old.

Facilitated a community forum theLil’wat Winds of Change celebration to launch drug and alcohol awareness week. The process engaged Mt Currie children, youth, parents and elders in identifying actions they can take as individuals, families, and a community to address drug and alcohol issues.

Facilitated a one-day forum between the Mt Currie First Nations, the Squamish Lillooet Regional District and the Village of Pemberton. Residents and elected officials collaborated to identify what has worked, what have we learned, and what needs to happen to increase awareness, foster commitment, and engage our communities in reducing the harm associated with drugs and alcohol. The process utilized a cafe process, focused discussion and action planning.

We worked with the project team to develop the process design and lead the facilitation in the Wosk Centre for Dialogue in Vancouver. The NRCE is a voluntary collaboration between resource sector employers, government agencies, colleges, universities, and professional associations. The facilitation successfully moved collaborators from strategy to decisions on implementation of a continuous learning strategy for British Columbia's natural resource management community.

This facilitated workshop engaged and connected representatives from businesses, environmental organizations and local government to focus on the economic, social and environmental benefits of fostering communication and partnerships in developing sustainability programs on the North Shore.


Sunshine Coast Women’s Dialogue, March 2008

We facilitated a discussion on issues of importance to women on the Sunshine Coast amongst 120 women from diverse social, economic and cultural backgrounds including the Sechelt (Shíshálh) First Nation and the Sliammon First Nations. The Dialogue café process was designed to empower women and encourage them to become more actively involved in the decision-making processes within their communities.

BC Hydro - Powertech Labs, September 2007 – January 2008

Powertech Labs developed an inspiration centre to demonstrate alternative energy technology, interpretative displays and educational programming. We conducted research, facilitated stakeholder and community engagement workshops and undertook partnership planning as part of the feasibility study.


Forwarding the Communities Agenda, Whistler Forum, September 2007

Facilitated a three-day forum that examined how to move the “communities agenda” identified in key reports to national strategic actions. The forum brought together community planning and sustainable city agencies, academics, federal bureaucrats, First Nations and political leaders to identify a framework and strategies for collaborating nationally to institutionalize community priorities.

Facilitated a one-day forum for 150 participants from 130 agencies across British Columbia to prepare the industry for a new Labour Market Development Agreement in B.C. The facilitated process assisted participants to identify key elements of a service provision delivery system and to identify next steps in terms of pilot projects, advocacy, education, and communication initiatives.

Facilitated strategic planning workshops with social service agencies, non-profits and community stakeholders to develop strategies to address complex social issues including children and youth, safety and security, housing, employment, poverty, environment and health, and cultural diversity.


Forest Sciences Program (FIA-FSP) 2007

Facilitated discussions between BC Forest Investment Account - Forest Sciences Board and the BC First Nations Forestry Council (FNFC), other First Nations stakeholders on how to integrate First Nations interests into the BC Forest Sciences Research Program. The two day workshops resulted in consensus on the process, priorities and criteria for integrating First Nations interests into provincial Forestry Research.


Las Vegas Springs Preserve, 2006 – 2007

The Springs Preserve is a 180-acre non-gaming cultural and historical attraction designed to commemorate Las Vegas’ history and sustainable future through the latest in green technology. The 300 million dollar project includes a visitor center, Nevada State Museum and the Desert Living Centre. Our firm developed the stakeholder partnership strategy for the Desert Living Centre that engages K-12 educators, professional organizations from engineers to architects, private sector companies, and university researchers in co-creating educational programs and animating the sustainability gallery, design lab and dialogue centre. We facilitated stakeholder workshops and discussions with the Clark County School District, University of Nevada, government agencies and the private sector.


Squamish: A Learning Destination, 2006 - 2007

Our firm worked with educational and tourism providers in the community to develop a strategy to position Squamish as a learning destination. The work involved research, workshop facilitation, strategy and action plan development to integrate the interests of the Squamish First Nation and a broad cross-section of tourism industry stakeholders.


Mining Association of British Columbia, 2006 - 2007

Our firm has worked with the MABC for the past two years facilitating planning workshops and meetings for internal staff and stakeholder committees that assist the Association in exploring industry issues and the implications for the association, brainstorming future directions, identifying new opportunities, and setting priorities for the upcoming year.

Our firm worked with District staff and the Select Committee to develop the District of West Vancouver’s arts, cultural and heritage strategy. The work involved community engagement processes including the facilitation of a community forum, citizen feedback, focus groups and workshops with non-profit groups, residents, DWV staff and business leaders. The consultation resulted in report recommendations that were adopted by Council.


University of British Columbia, Campus Sustainability Office 2004 - 2005

Our firm was hired to facilitate stakeholder focus groups and assist in the development of a survey with colleagues Consumerscan as part of a social marketing strategy to foster sustainable behavior amongst students, faculty and staff.  In a second contract our firm provided facilitation services for UBC faculty in the development of the Academic Plan.

Our firm was hired to undertake stakeholder facilitation between private and public sector partners and to assist in the development of a proposal for a hydrogen village at UBC, as part of the hydrogen highway being developed for the 2010 Olympics. Partners included Fuel Cells Canada, National Research Council, UBC, BOC Canada, Westport Innovations, Hydrogenics, Green Light Technologies, and Industry Canada’s h2 Early Adopters technology partnership program. A second facilitation contract was focused on multi-meetings to develop the UBC Clean Energy Research Centre with the National Research Centre

Our firm worked with colleagues at Consumerscan to conduct a comprehensive marketing study to assess current levels of participation in local cultural activities and to identify opportunities for audience development. We managed the community engagement process from facilitating stakeholder workshops, forums and focus groups, telephone and in person surveys of patrons, residents and out-of-town visitors. The goal was to develop a comprehensive understanding of the changing demand for arts and heritage activities on the North Shore. The findings provided project partners with useful information on public attitudes and expectations that can be applied strategically to their programming and marketing decisions.


University of British Columbia, Department of Housing and Conferences: UBC Child Care Services 2003

In conjunction with the development of the University town development, the work involved extensive interviews with key University stakeholders and the development of a business plan for the expansion of child care facility infrastructure and programs on campus. This work resulted in UBC management approving funding for five new child care centres on campus.


B.C Association of Child Care Services 2003

The first phase of the project involved developing a community development strategy and education tool kit to build the adaptive capability of child care employers to create social and economic opportunities in their communities and to participate in economic, social and political processes that affect their future viability. The second phase of the project tested the workbook through the facilitation of five workshops with six childcare organizations in the Vancouver Coastal region.


University of British Columbia, Department of Housing and Conferences: UBC Child Care Services 2002

This project explored the vision of a socially sustainable community at UBC. It identified constraints and opportunities for expanding childcare facilities and programs at the University of B.C. The report is divided into two sections: the dynamics of childcare, provides an overview of childcare issues and research over the past twenty years; while the UBC child care context examines the organizational service delivery model at UBC and identifies strategic issues impacting UBC childcare.


Centre for Innovation in Corporate Responsibility 2002

Research and case study development for the Bali World Summit on Sustainable Development (WSSD) Prepcom 4"Developing Countries and Corporate Social Responsibility Roundtable" funded by the United Kingdom Department for International Development (DFID) and the Canadian International Development Agency (CIDA). The case studies focused on corporate responsibility best practices and lessons learned in developing countries and the implications for poverty alleviation.

Socio-economic research and development of the Sullivan Round Table Report: Lessons in Sustainability for the mining and minerals industry. The round table report synthesizes the input of multiple stakeholders and represents the diverse interests in mining. The report provides tools for the mining industry and includes best practice checklists applicable through each phase of the mining life cycle.


Teck Cominco 2001

The first project involved socio-economic research and report development on the economic and social impact of the Sullivan Mine. The research process investigated economic and social performance indicators and explored the interrelationship between mining activity and community development.  Another project built on the work of BC Pollution Prevention Demonstration Project recommendations.

Facilitated strategic planning with community and funding stakeholders, staff, volunteers, and the board to develop organizational model to improve efficiency and build the capacity of the volunteer sector.

Our firm worked with Consumerdata conducting focus groups and primary research on the use of artists and the presentation of artistic activities in B.C schools. The research and analysis focused on motivations, participation, and selection of the arts in BC schools with policy implications for funding agencies and marketing implications for arts presenters.


Wild Island Foods Cooperative, Sointula, BC 2000

We worked with this coastal community located on Malcolm Island, adjacent to the northern tip of Vancouver Island to build capacity of the local co-op. The work focused on branding and marketing initiatives for small businesses developing valued added resource products for the aquaculture industry.


Fort Nelson, B.C. Regional Economic Development Task Force 2000

We worked with the local community and conducted market research on the oil and gas industry service sector to assist in the development of value added services for the sector.


BC Housing, Province of British Columbia 2000

Our work focused on the development of the strategy and marketing/communication partnerships between the private and public housing sector for Affordable Housing Week 2000.


City of Nelson, British Columbia 1999

The project involved an analysis of past educational, tourism and cultural marketing initiatives. The report identified several options and strategies for tourism market development, potential partners and programming that would position Nelson as a community where the arts, education, and heritage intersect. Our firm facilitated stakeholder interviews, public forums, and focus groups with a diverse group of elected officials, community groups, business, and citizens.


Art Starts in Schools 1999

In conjunction with an associate our firm conducted a marketing audit, which included an overview of the existing strategy, marketing systems, and programs. We conducted a gap analysis of stakeholder needs and expectations, program and service delivery, facilitated stakeholder focus groups and interviews, which were used to inform the organizational financial development strategy.


Kootenay School of the Arts, B.C. 1999

In cooperation with internal staff we developed a strategy to develop partnerships to market design expertise and promote products designed at BC Centre for Wood Product Design in North America. These partnerships with B.C companies were designed to support knowledge transfer between Northern firms supporting the manufacture and export of value added products.
