With many years of continuous managerial and consulting experience in project and program management, from both public and private perspectives, Layton possesses a strong combination of professional experience and of education in efficiencies and in IT. He is innovative and fiscally creative in managing resources and budgets to achieve project objectives, and is politically aware, tailoring his leadership style to each project to engender positive working relations, which optimize project outcomes. Layton is a highly motivated leader, who is able to identify and fulfill all aspects of team management, and is a visionary in strategic planning to ensure expandability of processes for potential future needs.
Accomplishments include: Chair of a federal/provincial/territorial committee; member of a Deputy Minister's Committee; CIO of the B.C. Centre for Disease Control; leader of a pan-Canadian health informatics project, advising companies on product strategy and positioning; a hands-on project manager/director for several multi-million dollar projects. He has demonstrated is knowledge of PMI body of knowledge by instructing project management courses at the University of Victoria. He sits on 2 non-profit boards. Layton was also the treasurer for the Pacific Family Services Centre.
