Everyone Rides Initiative (ERI) Program Manager


$35,000/year+benefits (3 weeks paid vacation, health benefits plan, free access to SoBi Hamilton)

30 hours/week

30 month contract with opportunity for renewal


Through the Everyone Rides Initiative (ERI) Pilot Program, Hamilton Bike Share and the City of Hamilton will remove barriers to accessing transportation by:

  • Providing fully subsidized memberships to individuals who are identified as in need by our community partners in social service
  • Providing additional bike share bikes within the identified areas in order to ensure that these residents have access to a bike at all times of day
  • Installing additional hubs within the identified areas in order to reduce the distance that residents must walk from their houses to an available bike
  • Providing training and guidance to riders to build confidence and encourage regular and safe bike usage


The ERI Program Manager will be responsible for implementing the pilot through every stage from pre-launch planning through ongoing management and into final reporting. The grant-funded position will be heavily focussed on engaging citizens and building strong community partnerships. The successful candidate will be responsible for developing and overseeing an initiative that achieves the desired outcomes listed below, with the goal of creating a program that can be sustained beyond the grant funded period. We are seeking a candidate who is passionate about increasing equity in Hamilton, likes working with people, and shares our vision for a happier, healthier community.



  • Develop social marketing and promotional plan   
  • Deliver interactive public consultation on station locations using off-line and on-line resources (in collaboration with partners)
  • Develop discounted bike share pass agreement
  • Identify potential community partners and third-party housing providers  
  • Develop education and training plan for ERI riders  
  • Develop and finalize surveys with input from community partners and third-party housing providers  
  • Implement the social marketing plan around the new stations to encourage use of the system for residents who live near the new stations
  • Develop and conduct the education and training sessions for new members   
  • Conduct user surveys prior to, during, and after the ERI  pilot
  • Organize rides for all new members around the communities where stations are installed
  • Maintain an on-going report of the entire project, results, analysis and recommendations  
  • Develop plots, heat maps, photos and other visual data collection component   
  • Analyze results of pilot including results of all surveys and all trip data   
  • Identify potential funding sources for continuation of the program beyond the grant expiration
  • Manage part-time support staff and volunteers
  • Liaise with partners and stakeholders, primarily the City of Hamilton


Required skills and experience:

  • At least 3 years experience with program coordination
  • Strong communication skills (verbal and written)
  • Experience managing staff and/or volunteers
  • Familiar with local social service agencies and community resources
  • Be culturally competent and have experience working with diverse communities
  • Outgoing and enthusiastic character who is willing to engage challenging subject matter
  • Proven ability to connect with systems at a macro level and individuals at a micro level
  • Interest in cycling and/or shared mobility
  • Drivers license
  • Organized, punctual and detail-oriented
  • Confident in writing reports and developing feedback processes


Other Assets:

  • Strong understanding of barriers and policies available to people with low incomes and the unwaged
  • Experience developing and delivering surveys and a familiarity with both quantitative and qualitative research methods
  • Fluency in languages other than English (Arabic, Somali, Kurdish, Portuguese, Farsi, etc)


Desired Program Outcomes:



  • Reduced dependence on cars for short trips
  • Lower vehicle kilometers traveled and reduced greenhouse gas emissions
  • Improved air quality
  • Reduced infrastructure maintenance burden for the municipality by increasing the modal split of cycling (a lower impact mode vs motor vehicles)


  • Increasing the availability of this 24 hour transit option in the city
  • Enabling low income residents to access employment and necessary services that would normally be geographically out of reach
  • Improving cyclist safety by adding more cyclists to the roads
  • Improving community participation levels by enlarging the “lifestyle radius” of residents and removing transportation as a barrier to engagement.
  • Improving access to housing by making more areas of the city available as options for users on limited budgets and with limited transportation options.


  • Improving access to affordable housing options
  • Improving access to businesses within the service area
  • Encouraging patronage at local businesses by freeing up discretionary spending that would otherwise go toward more expensive transportation options
