The Bob Rumball Centre for the Deaf is multi-purpose, multi-program facility that functions as a community centre for the Deaf and as a non-profit charitable provider of services for the Deaf.  The organization exists to provide care and opportunities in a communication-rich environment that enhances the quality of life of those we serve. Reporting to the HR Director and dotted line to the Chief Finance Officer (CFO), the Payroll Administrator/Scheduler is responsible for all aspects of the payroll process in the organization. Working closely with the management team, the Payroll Administrator/Scheduler will co-ordinate and manage scheduling of employees to ensure the appropriate staff are available for individuals receiving services and support from the Bob Rumball Canadian Centre of Excellence for the Deaf. 



  • Oversees the full payroll cycle for approximately 230 employees in Ontario
  • Ensures all legislated statutory remittances and Year-End payroll audit, T4’s, T4A’s, ROE, WSIB, CRA and EHT summary reports are completed annually
  • Responds to employee inquiries regarding payroll and benefits in a timely manner
  • Provide initial training and ongoing assistance to managers for payroll, scheduling, reporting and navigating Quadrant Workforce
  • Coordinates and ensures departments have appropriate staffing to meet the program needs
  • Ensures approved vacation schedules are received and recorded
  • Ensures payroll is in compliance of HR policies, CUPE Collective Agreement., ESA, general accepted accounting principles, CPA (Canadian Payroll Association) guidelines, privacy standards and other government rules as well processed in an accurate & timely manner
  • Prepares union and nonunion reports, spreadsheets for HR Director and CFO
  • Responsible for processing staff benefits and pension plan, AD&D, CUPE union dues and Employer Health Tax
  • Working with HR and accounting ensuring that internal & external needs are met
  • Responsible for updating employee information and payroll data in HRIS to facilitate effective reporting


  • College diploma, preferable with a CPA designation or related studies with at least a minimum of 2 years’ experience in payroll administration or equivalent experience and education
  • Knowledge of provincial laws and payroll reporting requirements
  • General knowledge of ESA, CPA and accounting principles
  • Experience with payroll systems. Quadrant Workforce an asset
  • Strong computer literacy and proficiency working with a HRIS
  • Strong and highly developed organizational, administrative, communication and interpersonal skills
  • Detail and deadline orientated
  • Proven ability to analyze information, problem solve and provide detailed reports
  • Results oriented, adaptable, well organized and able to function independently
  • Experience in a unionized environment with an understanding how to apply union rules and regulations
  • A passion for excellence and commitment to the organization and people we serve
  • American Sign Language and understanding of Deaf culture an asset  
  • French language/LSQ an asset
