Status: Part-time, term position

 

 

OVERVIEW

The CEWH is a non-profit research centre hosted by BC Women’s Hospital and Health Centre, which operates through grants, contribution, and contractual monies. The Manager of Business and Finance performs a critical role in monitoring the allocation of funds and financial obligations of the Centre. 

 

ROLE SUMMARY

The Manager of Business and Finance provides financial advice on proposal budget development, monitors the allocation of resources, prepares financial reports for funders, and performs all aspects of business and financial accountability. The Manager of Business and Finance also assists with staff recruitment, contract management, and supervision of clerical staff. The position reports directly to the Director of the Centre and indirectly to its Board.

 

KEY ACTIVITIES

Financial Management

·        Guides the development and implementation of financial policy and procedures

·        Manages the Centre’s financial stability through co-development and monitoring of project budgets and allocation of resources to appropriate accounts.

·        Monitors expenditures and implements actions related to the financial accountability of funds; generates strategic suggestions to the Director for the improvement of the financial management of the CEWH and its projects/activities; ensures required financial tracking of accounts.

·        Gains familiarity with relevant portions of the host-institution’s accounting system in order to prepare and post journal entries, extricate information; reconcile and/or oversee the reconciliation of the CEWH’s project tracking system against host-institution’s accounting system.

·        Prepares or oversees the preparation and submission of financial reports to funders.

·        Prepares and presents financial statements to the Board of Directors, responding to queries posed or conducting further investigation if required.

·        Oversees the preparation and submission of Canada Revenue Agency and other regulatory filings.

·        Engages audit firm and works with Auditor and host-institution’s Finance department to ensure that audit requirements are addressed and completed promptly.

Human Resource Management

·        Oversees the administrative matters pertaining to staffing the CEWH and its projects.

·        Creates contracts for engaging the services of consultants.

·        Creates or oversees the development of ads for the purpose of posting vacancies/recruiting for new positions; ensures ads are posted in appropriate venues.

·        Provides direction and supervises accounting assistant; provides development, support and monitors/evaluates performance.

Business Development

·        Advises the Director and Senior Investigator on the human resource, financial management, and business planning for the Centre. 

·        Collaborates with the Director and research staff in order to prepare financial plans and budget proposals for  various funding applications;

·        Develops, negotiates, and interprets the organization’s contractual agreements/relationships and brings relevant issues to the attention of the Director.

·        Assesses and provides advice in relation to risk management issues.

Communications

·        Liaises with host-institution’s Finance staff on Payroll, Accounts Payable, General Ledger, Accounts Payable and cost centre matters.

·        Liaises with host-institution’s Human Resources staff on CEWH staffing matters; files e-forms in order to coordinate the CEWH’s HR/Payroll matters with that of the host-institution.

·        Maintains relationships with funding organizations and project partners at local, provincial, and national levels regarding the administration and financial reporting requirements for the CEWH. 

·        Maintains relationships with external suppliers as well as host-institution’s I.T. and Facilities departments for the coordination of purchases or supplies.

 

QUALIFICATIONS

A level of education, training, and experience equivalent to CPA-CA, -CGA or -CMA with 3-5 years’ experience.

Ability to monitor/oversee the financial activities of multiple projects and operational activities simultaneously. 

Experience developing and interpreting policies, procedures and contract language.

Ability to exercise tact and discretion to handle confidential information. 

Demonstrated ability to productively use spreadsheet, word processing, database and presentation applications to create financial spreadsheets and report documents.

Ability to work independently with a virtual team.

Willingness to work onsite at BC Women’s Hospital and Health Centre.
