Reporting to the Head of Region - Americas, Global Programs, the Program Manager, Americas is responsible for the development of program and project initiatives of the Canadian Red Cross Society which are in the Americas region. The Program Manager, Americas will develop program and project initiatives framed by IO Strategy 2020 (S2020) to deliver in the Last Mile.

 

 

RESPONSIBILITIES

    

  • Leads on project planning and the development of proposals while ensuring the effective coordination of inputs from other CRC departments (People services, finance, global health, emergencies, quality and learning, legal) and external stakeholders (incl. National Societies, IFRC, ICRC, humanitarian and development actors operating in the same sector or geographical area, government counterparts).
  • As needed, negotiates Memorandums of Understanding and Project Cooperation Agreements with the IFRC, the ICRC and Operating National Societies, in consultation with the Head of Region, Americas and with the advice of the CRC Legal Services.
  • Coordinates and centralizes all information about projects and activities taking place in relevant programming areas, and acts as first point of contact for inquiries.
  • Maintains reliable accounting and budget records and prepares financial information to contribute to an effective internal control of the assigned project budgets.
  • Coordinates and manages the national office processes related to implementation of CRC’s operations within the designated projects of responsibility.
  • Provides operational management support to the CRC Haiti Country Representative based in Port au Prince for the Haiti Hurricane Matthew Recovery project based in Jeremie. S/he ensures the development and management of key project components related to rehabilitation of health posts, community health, cash transfer component and testing of innovative pilots. Collaborates with CRC Global Health unit in the implementation of the Canadian Collaborative Centre of Excellence for Humanitarian Surgery in Mexico, which includes trainings and academic exchanges between McGill University and University of British Columbia surgery departments.
  • Ensures deadlines and processes are accomplished as per CRC quality and accountability standards including project expenditure and budget compliance.
  • Ensures the highest standard of security information and management for the CRC supported staff in countries and for CRC visitors to the countries. Ensures an effective program/project filing system, preparation and screening of correspondence.
  • Maintains effective relations with relevant key RC/RC Movement actors, GAC and Haitian diaspora communities in Canada as needed.
  • Monitors evolving political, social and security issues and makes recommendations as appropriate.
  • Identifies opportunities for new areas of work, consistent with CRC and program strategic objectives.
  • Maintains strong networks and relationships within CRC and externally.
  • Provides back-up to colleagues as required.
  • Supports the effective functioning of the Americas team by managing the administrative tasks which are relevant to the position.
  • Ensures sharing and dissemination of project related materials to all concerned actors in the team and with the Canadian Red Cross Society.
  • Develops and maintains membership in the functional department, Global Programs, and designated project teams. Collaborates to fulfill the agreed objectives, needs and expectations. Fosters team work through a professional exchange of experiences and expertise that can be transferred to other areas of work. Ensures sharing and dissemination of services related materials to all concerned actors.
  • Collaborates especially closely with the Global Health team medical focal points to support the field based delegates to ensure that GHU provides the medical technical knowledge and expertise while Americas teams provides support through the project implementation cycle and relationship management needs with partners based in Canada.

 

QUALIFICATIONS

 

Education and experience

  • University Degree in international development/relations; project management or comparable related degree.
  • 5-8 years experience with an international organization, including experience managing multiple and complex projects.
  • Knowledge

  • Demonstrated experience in Project management methodology including RBM.
  • Proven budgeting and project management skills including attention to detail and working with tight deadlines.
  • Proven experience in managing personnel, projects and budgets at a scale similar to the Haiti Jeremie project.
  • Strong analytical and problem solving capacity and demonstrated ability to communicate effectively orally and in writing, particularly in program proposals, reports and public materials.
  • Knowledge of and previous experience in Haiti and Latin American region a significant asset.
  • Previous Red Cross experience an advantage.

  • Strong written and oral skills in English, French and Spanish.
  • Up-to-date computer skills in MS Office Applications.
  • Self-starter and able to work in an environment with ambiguity.

  • Ability to travel to Americas region and within Canada is required.
  • Resilience and adaptability to changing circumstances and an evolving environment.
  • WORKING CONDITIONS
  • Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa. Periodic travel to country operations will be required. While the majority of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable, insecure and with unpredictable access to basic services. Ability to work in stressful and often ambiguous conditions.
