Reporting to the Logistics Manager, Bilateral Support the Logistics Officer, Bilateral Support will be responsible for the provision of logistics support to those longer-term initiatives which are typically delivered on a bilateral modality (i.e. jointly with a partner Red Cross or Red Crescent National Society). The Logistics Officer, Bilateral Support will support the planning, inventory management and control, transportation, warehousing, materials handling, customer service, fleet management and logistics capacity building to improve productivity, quality, and efficiency of the IO Bilateral Programs, framed by IO Strategy 2020 (S2020) to deliver in the Last Mile.

 

RESPONSIBILITIES

 

  • Support to the management of the logistics activities in support of the current and future bilateral programs.
  • Participate in the development and ongoing review of CRC bilateral programs with a view to ensure that logistical considerations are incorporated into the plans and budgets.
  • Through Logistics Manager, Bilateral Support an appropriate level of logistics support to ongoing programs, including (but not limited to) supply chain management, warehouse management, fleet management and contracting/real estate support.
  • Deliver advice and ensure all logistics components of CRC programming and grants are compliant with legislation, donor regulations, internal and external policies, standards and best practices.
  • Participate in technical support mission(s) as required. Assist with the opening, scaling up, scaling down and closing of bilateral operations as required.
  • Conduct review of supply chain and logistics support to client operations through application of the CRC Logistics Quality Control Program.
  • Providing logistic technical advices and expertise to partner National Societies.
  • Work with the Global Programs team to develop the logistic component of capacity building plans of partner national society capacity.
  • Through Global Programs initiatives assist partner national societies in the development of logistics strategies and policies, with a view to enhance their ability to respond to disasters and crises.
  • Support to procurement of goods and services of CRC bilateral programs.
  • Support and execute complex procurement of goods and services for the bilateral programs including sourcing, negotiation, contracting, supplier quality, cost savings, supplier performance monitoring.
  • Provide technical and operational support to logistics staff, program managers, bilateral project field staff and volunteers within the scope of procurement, supply chain, transportation and inventory activities.
  • Support to inventory control activities within the bilateral programs.
  • In collaboration with Logistics Manager, Bilateral Support and field delegations support and advise on the management of stock: ensure the correct storage and proper structural maintenance of warehouses to ensure all stock is in good condition and safety of the staff.
  • Management, planning and oversight of Global Fleet Assets.
  • Implement/ maintain CRC Fleet Management procedures.
  • Execute lease agreements, ensuring compliance with CRC Procurement Policies and Guidelines; manage the lease register.
  • Reinforcement of other components of the CRC Logistics Unit as required, which may include support to emergencies in Canada and/or support to the deployment of multilateral responses such as the emergency field clinics and supplies.
  • Supports an effective team in a matrix structure.

 

QUALIFICATIONS

 

Education and Experience

  • University Business Degree with focus on Logistics, Supply Chain Management or Operations Management or a combination of education and experience that would be considered equivalent.
  • Experience of working in logistics in an international response, recovery and/or development context in one or more of the following regions: West and Central Africa, East and South Asia, MENA and West Asia, South East and East Asia, Central and South America and Caribbean.
  • Experience in budget management and funding proposal development.
  • Experience of developing and managing programmes relevant to logistics in a developing country context.
  • Experience leading and developing people including remote management and overseas-based teams.
  • Experience in medical logistics will be considered an asset.
  • Fluency in English and French is required, additional language proficiency would be considered an asset
  • Proficiency in the basic set-up and use of computers with advanced level of skill on MS Excel and MS Word.

WORKING CONDITIONS

  • The majority of the work is performed in a clean and comfortable environment
  • May include long to moderate hours sitting and using computers and office equipment.
  • May be required to some light lifting of supplies and materials from time to time up to 20kg (or another weight)
  • Ability to work non-traditional hours on short notice.
  • Ability to work in stressful and often ambiguous conditions.
  • This position may require domestic or overseas travel to attend conferences, workshops and meetings as required.
  • If required, and eligible, periodic travel to country operations may be required. Field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts and requiring very strict adherence to security regulations.
  • Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria in positions where travel will be required.
  • Successfully complete a Canadian criminal record reference check and vulnerable sector check.
