The Opportunity Chief Programs Officer

The Chief Programs Officer is a senior leader responsible for the overall delivery and coordination of programs targeted primarily, but not limited to: children, youth, women and families. The position reports to the Chief Executive Officer, is a member of the Senior Leadership Team, and may act as the senior staff person for e4c in the Chief Executive Officer's absence. The Chief Programs Officer works and acts to provide leadership to targeted programs in a manner that creates increased potential and capacity in e4c’s personnel, operations and community settings.

The position is a vital appointment for the future success of the agency and cornerstone of a developing strategy to transform e4c. You are a high potential leader who can demonstrate the people, organizational, and strategic skills to achieve timely change in a manner which is aligned with the agency’s longstanding values. 

  • The role requires excellent team leadership, mentoring, and development skills. It is vital for e4c’s future success that all team members achieve high standards of performance and accountability. A priority will be to develop a strong team with a clear mandate to deliver a unified strategy and transformational change to e4c’s programs and ways of working.
  • The agencies strategy and business model is moving from programs operating in isolation from each other, to developing an integrated model that ensures a team approach is taken to service delivery, and that e4c’s clients can access the range of its services in a simple and accessible manner. Strong organizational change competencies are required to achieve this.

Key Roles & Responsibilities

Direct and lead multiple functions in program delivery, business practice and management to ensure the provision of sound foundational practices and processes in support e4c’s success.

Program Delivery

Relating to programs targeted at children, youth, women and families:

  • Provide leadership to create increased potential and capacity of program personnel and operations.
  • Lead the development of program logic model/framework.
  • Ensure development and implementation of program policies and procedures.
  • Ensure achievement of program outcomes.
  • Ensure operational efficiency, best practices, and program accessibility.
  • Ensure adherence to Corporation mission, philosophy, practices, and plans.
  • Facilitate and/or mandate integration in service provision, as relevant.

Leadership and Staff Management

  • In coordination with the Chief Executive Officer and executive team, play a key role in the overall development, strategic planning, service delivery, and management of the agency across multiple sites and departments.
  • Directly supervise five program directors; working closely with senior program staff to build their skills and confidence so that they can mentor, encourage, and motivate their staff. Provide assistance and guidance on how to troubleshoot program and staff performance challenges. Mentor directors on how to proactively engage in planning to improve program management.
  • Deploy resources efficiently and effectively toward agency goals, working with staff to balance workload and effort, and provide regular feedback so that key staff can continuously improve their supervision and mentoring skills.
  • Create and support a high performing culture aligned with e4c core values. Develop a team-based environment to motivate and inspire staff to work collaboratively toward vision and goal, by clearly communicating agency vision, implementing yearly staff development plans and mentoring.
  • Establish an annual program; accountable for performance of departmental and staff goals, objectives, and results.
  • Work in partnership with the Executive, implement e4c’s strategic plan, and develop and implement new initiatives that reflect the agencies mission.

Business Practice and Management

  • Provide supervision, guidance, and support to Directors.
  • Lead development of program budgets.
  • Ensure performance relative to approved budgets.
  • Pursue financial resources to support areas of need.
  • Ensure human resources, financial, and information management practices within program areas comply with legal, regulatory, contractual, and accreditation requirements.
  • Lead quality evaluation and improvement planning in programs' business practices, service delivery, and information management areas.
  • Serve as an agency signatory.

Liaison and Advocacy

  • Timely and accurate reporting to the Chief Executive Officer and as dictated by contractual agreements and regulatory requirements.
  • Facilitate internal communication between Directors.
  • Maintain sound awareness of issues and trends that may have an impact on the Agency, its programs, and its service users.
  • Act as a spokesperson/representative on issues of interest in the areas of children, youth, women, families, and as indicated for the Agency.
  • Act to promote public, government, and stakeholder interest and action regarding needs of service users and communities.
  • Facilitate Directors to communicate program information, and advocate persons served and community needs to relevant stakeholders.
  •  Develop and ensure maintenance of strategic partnerships and collaborations that are beneficial to program delivery, persons served, and communities, and are consistent with e4c’s mission, philosophy, practices, and plans.
  • Other duties may be assigned as needed.

The Person

Education and Certifications

  • Degree in the area of human services, psychology, administration, or similar.
  • Ongoing education and development in the areas of human services delivery, social justice, information management, quality assurance, program evaluation, or similar.
  • Police Information Check including Vulnerable Sector.
  • Youth Intervention Check.

Experience

  • The Chief Programs Officer will have demonstrated an impressive record of successful and innovative delivery of human services programs. This experience may have been gained in the not-for-profit, government agencies, or commercial sector.
  • The Chief Programs Officer will demonstrate well developed strategic and planning skills, and show an impressive record of having successfully delivered these strategies in challenging environments.
  • 10+ years of progressive leadership in the human services sector, including supervisory and management experience of multiple programs.
  • 5+ years managing a high-performing team in a multi-site structure to include professional development and mentorship.
  • Demonstrated competency in the development and administration of complex budgets.
  • Successful experience with contract funders and levels of government.
  • Demonstrated ability to analyze and compile complex data for planning and reporting purposes.
  • Strong relationship builder with the ability find common ground, build consensus and strengthen collaboration among diverse stakeholders.
  •  Excellent communication skills, both written and oral, with the ability to represent the agency externally across a wide range of stakeholders and constituencies. Highly developed skills in organizing and priority setting.
  • Well defined belief in the fundamental value of persons and social justice.
  • Knowledge of harm reduction sexual exploitation, abuse, addictions, mental health, homelessness, inner city, and indigenous culture.
