Reporting to the Director Global Programs, the Senior Program Officer is responsible for overseeing the administrative requirements, supporting cross-team and unit program and corporate initiatives and new program development within the Global Programs Unit. Within this, the Senior Program Officer will, support, coordinate, lead or co-lead GP initiative that are framed by IO Strategy 2020 (S2020) to deliver in the Last Mile.


The Senior Program Officer contributes towards the mandate of the Global Programs: Oversee the delivery of programs and services to people and communities within the context of S2020 in four regions: Asia, Africa, Americas and MENA. Manage and grow partnerships and relationships with select National Societies and key stakeholders.





Program Management Support and Quality Control consistent with Global Programs strategic areas and the F4P Plan of action

  • The Senior Program Officer monitors and ensures the Global Programs Unit’s overall program coordination, information, documentation and quality control.
  • Contributes to the development and monitoring of Unit-level plans and strategies.
  • Under the direction of Director, coordinates, leads or co-leads the execution of F4P strategic initiatives
  • Participates in and/or leads inter-departmental working groups and/or represents the GP Unit in specific Standing Working Groups (SMT, Innovations Round Table, IO Business development).
  • Works with cross-geographic and cross unit working groups to support the operationalization of the GP F4P short and long-term plan.
  • Keeps track of and reports on multiple F4P initiatives.
  • Contributes to project coordination, ensuring compliance with deadlines and project cycle processes, including project budgeting and expenditures, as per quality and accountability standards defined by the QALI and the Financial Service.
  • Collaborates with QALI to ensure the consistent and coherent use of PIMS throughout the GP Unit
  • Maintains a close working relationship with all internal stakeholders (QALI, ERT, PS, FS, GHU) through communication of activities, challenges and opportunities.

Program/Project Development Planning and Coordination

  • Oversees and supports Business Development processes and works closely with the Heads of Regions and the IO Business Development Working Group on the development of new programs/projects.
  • Ensures the development of appropriate background research (sectoral, government priorities, agency, funding criteria, management approaches, etc.) and contributes to writing of concept notes and proposals.
  • Supports program development processes of successful proposals, as directed by relevant Head of Region.
  • Working with the relevant Program Team and Advisors advises on and supports the development of appropriate project management documents and tools (logic models, performance measurement frameworks, work breakdown structures, reporting matrices, budgets, etc.).
  • Develops and advises on Project Implementation Plans (PIP) and Work Plans for new projects.
  • In collaboration with geographic teams, contributes to project start up by participating in the negotiation of contribution/grant agreements and facilitating project inception and PIP meetings, as required.Meeting and event planning; Internal and External communication
  • With the support of the Program Assistants, ensures the efficient operation of the GP Unit by planning a regular cycle of meetings and team retreats, promoting inter- and intra-unit communication.
  • Compiles briefing notes for management on related global issues, attends and reports on external meetings to the team and organizes meetings at CRC when requested.
  • Supports the GP internal and external communications, assembling various dashboards, analyses and presentations.




  • Bachelors Degree in International Development or comparable related degree
  • Highly-developed communications skills (written/verbal) and interpersonal savvy
  • Strong knowledge of and experience in Results Based Management tools
  • Strong written and oral skills in English with French and Spanish skills a strong asset
  • Strong Microsoft Office skills
  • Experience in program/project research and development as well as proposal writing skills
  • Proven budgeting and project management skills including attention to detail and working with tight deadlines
  • Previous Red Cross experience an advantage
  • Proven analytical and problem solving skills
  • Strong Organizational skills
  • Strong strategic/financial analysis skills
  • Excellent presentation skills; verbal and electronic
  • Minimum 5 years’ experience in a similar position in a similar organisation
  • Self-starter and able to work in an environment with ambiguity
  • Proven ability to be a supportive and productive team member
  • Demonstrated experience as a performer and have solid leadership skills
  • Result driven and able to motivate or inspire both junior and senior staff
  • Proven understanding of quality control
  • Demonstrated experience in systems development
  • Focused on quality i.e. delivering excellent services
  • High analytical skills, be able to see patterns, be a fast thinker; results/action-orientation
  • Able to successfully navigate within varying degrees of ambiguity in a fast-paced environment
  • Ability to work with different people and remain calm under pressure
  • Exceptional communication skills and the ability to multitask





Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa. Occasional travel to country operations may be required. While the majority of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable and with unpredictable access to basic services. The ability to work in stressful and often ambiguous conditions is required.
