SENIOR MANAGER, EMERGENCY OPERATIONS

The Canadian Red Cross Society, a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is seeking a Senior Manager of Emergency Operations for the Emergency Management department.  Under the supervision of the Director, Emergency Operations, the senior Manager provides operational leadership to the Canadian Red Cross (CRC) disaster responses in Canada.  This includes playing a leadership role in large-scale emergency operations when they occur, and supporting the Director in the development of programs that will strengthen the CRC’s capacity to develop and implement small to large-scale disaster response operations in Canada.

 

The Senior Manager also contributes actively to internal and external coordination, to enhance the CRC’s readiness and strategic positioning in Provincial and National Disaster Management Systems.

 

KEY RESPONSIBILITIES

  • At time of major disaster response, deploy as Head of Operations or participate in the National Disaster Coordination Team;
  • Provide strategic leadership and management oversight of operations, developing and managing key operational components related to the delivery of the seven emergency social services, digital assistance, shelter, water and sanitation etc.;
  • In collaboration with the provincial disaster coordination team, develop, leverage and steward strategic relationships with key partners and stakeholders involved in the response operation including media, community leaders and government;
  • Provide effective leadership, management and development of the operations team of employees and volunteers, including communicating priorities, setting goals and expectations, supporting high level performance, ensuring well-being of response team members, recognizing success and cultivating a culture of teamwork ensuring opportunities are created for communication, exchange of ideas and collaboration across all levels and functions;
  • Design, implement and monitor, in collaboration with appropriate functional leaders, an organizational team that allows for the achievement of strategic objectives within the operation.
  • Contribute to the advancement of the CRC’s disaster response plans and strategy for Levels 1-5;
  • Support the Provinces in the development of their capacity to implement Provincial and National emergency response plans;
  • Act as a subject matter expert for the development of DM-related training tools.
  • Contribute to the advancement of the CRC’s DM/IO interoperability model;
  • Maintain ongoing development and fine-tuning of SOPs for emergency response in Canada;

 

QUALIFICATIONS

 

Education and Experience:

The minimum qualifications for this position are the completion of a higher degree from a recognized institution, and a minimum of 5 to 7 years of job related work experience within humanitarian organizations.  Must also have demonstrated experience in identifying issues, analyzing national and/or international developments relevant to disaster management identified best practices and research, as well as relevant, recent and significant experience in complex project management.

  • Highly developed analysis and planning skills; 

  • Proven leadership abilities, leading a team through large-scale emergencies, change and ambiguity; 

  • Strong and effective communication and interpersonal skills; 

  • Ability to work to extreme deadlines and handle multiple tasks; 

  • Proven excellent judgment and rapid-fire decision making; 

  • Ability to solve complex problems
  • Ability to adapt to changing circumstances in a fast-paced environment

Working Conditions:

  • 35-hour work week, Monday to Friday
  • The majority of the work is performed in an office environment.
  • Occasional requirement to work overtime hours, often with short notice.
  • Domestic travel will be required.
  • Requirement to be on call and be willing & able to deploy to international/national responses with very short notice.
