Pacific Community Resources Society (PCRS) provides a range of services from Vancouver to Keremeos.  Our services include housing services, youth centers, employment training and skill building, education, and substance use and prevention programs. 

 

Position Summary:

The continuous quality improvement (CQI) manager provides support service to the CQI activities of the agency to meet the needs of those we serve and improve the services we offer: ‘how we are doing” and ‘can we do it better’. This position is privy to confidential matters relating to the strategic direction of the organization. This position has agency-wide responsibilities: working cooperatively with the senior leadership team, to achieve PCRS’s mission in a manner consistent with the organization’s values.

 

Under the guidance of the director of employment services, the CQI manager is responsible for quality improvement for PCRS, including coordinating accreditation. Working within, and keeping current with the policies and procedures of the agency, the Manager will have a sound understanding of the dynamics/clinical needs of community social services spanning work with multi-barriered youth, adults and families, residential services, and addictions services.

 

Primary Duties:

  • Continuous Quality Improvement:
  • Prepare the annual CQI report which will include a summary and analysis/assessment of the data and targets identified in the annual CQI workplan.
  • Prepare the annual CQI workplan and ensure that it is implemented, meaningful, efficient/ do-able and completed on time. The workplan will be a framework which aids the agency in assessing performance to improve /enhance service delivery and excellence. The plan should include:
  1. Measurable objectives, targets and outcome measures based on service delivery contracts, agency priorities, and recommendations from the previous CARF survey
  2. Demographic, stakeholder, and other pertinent data collection
  • Engage a wide range of agency staff including Supervisors to participate on the CQI Committee: develop the mandate and terms of reference to ensure that standards are established and met, and chair regular (i.e. quarterly) meetings.
  • Coordinate the preparation of forms, briefs, documents, and research to support the activities of the agency, executive director, and the Board.
  • Prepare reports for agency leaders.
  • Work with leadership, and involve the agency in the accreditation process.

 

2) Policy and Procedures:

  • Maintain, update, and implement relevant policy and procedures for the agency’s manuals.
  • Ensure that policy and procedures meet accreditation standards.
  • Stay up to date and share knowledge about legalisation and standards as they affect service delivery.
  • Responsibility for maintaining HR and Health and Safety policy rest with HR manager and responsibility for maintaining Finance policy rests with the director of finance.

3) Agency Privacy Officer

  • Insure the agency follows privacy guidelines.

 4) Information Management:

  • Work with data management programs to ensure that meaningful data is being tracked and reported on for the fiscal year in an effective and efficient manner.

 5) In-Service Staff CoreTraining:

  • Participate in core training relevant to CQI.

 6)Supervision:

  • Provide supervision to CQI practicum students, university co-op students, or summer career placement students as needed.

 7) New Program Support:

  • With program supervisors, ensure that new programs are set up consistent with agency and accreditation standards including agency forms from referral through to discharge.

 

 

Academic and Job Experience Required:

  • Bachelor’s degree in a related field.
  • Word processing skills and competency in the use of computer programs is essential.
  • Excellent formatting, grammar, syntax, and proofreading skills.
  • Excellent communication skills (both written and verbal).

                                           

Basic Requirements:

  • Familiarity with accreditation standards.
  • Sound sector knowledge.
  • Ability to assess issues and deal with the public, government officials, board of directors, staff, and other similar agencies in a pleasant and effective manner on behalf of the executive director.
  • Personal maturity and sound judgement; be self-motivated, results oriented, and have excellent interpersonal skills.
  • Must have a demonstrated ability to be organized, and detail oriented, and prioritize a variable workload. Must be able to multitask and meet deadlines while working with confidential information.
  • The ability to work independently, as well as part of a cohesive team, is necessary.
  • A creative problem solver who will bring forward collaborative positive solutions to communications and other challenges.
  • Familiarity with principles of team work and leadership, delegation, and influencing outcomes in a formal and non-formal accountability network.
  • Sound understanding of outcomes, outputs, targets, and basic principles of research and evaluation.

 

Other Requirements:

  • Criminal Records Check.
  • Valid driver’s license with business insurance use insurance.

 

Desired Requirements:

  • Familiarity with PCRS, its services, policies, and procedures.
  • A sense of humour would be an asset in this demanding role.
