As a member of the Performance and Quality Improvement Office, the Policy Analyst will be responsible for the development of Catholic Social Services policies and procedures. This position will ensure that new policies and procedures are developed on time, and in compliance with any applicable legal standards, best practices and regulatory requirements.


You will be joining an established Agency that is guided by faith to care for and bring hope to people in need with humility, compassion and respect. With more than 50 years of service delivery, Catholic Social Services is one of the largest multi-function social services agencies in Canada, with more than 1600 staff, and hundreds of volunteers delivering 130+ programs through Central Alberta.


As Policy Analyst your primary job duties include but are not limited to:


  • Review, update and verify the Agency’s current policy and procedure program to identify any gaps, providing alternative measures or recommendations in support of issue resolution as the basis for controlling legal risk.
  • Perform in depth and extensive research of the policies and governing legislation as it applies to current or forthcoming issues, and then provide analysis of those findings for draft reports.
  • Monitor and support internal and external standards, as they relate to policy to ensure compliance to requirements (i.e. Licensing, Council on Accreditation [COA], Agency reporting expectations Perform internal PQI audits and checks to provide feedback regarding compliance with corporate policies, practices, and procedures Provide quantitative data analysis and data visualization for use in data based decision making
  • Support the Director with the development of Quality Improvement policy and procedures, performance standards, compliance and facilitating special projects as required.
  • Participate in the development/maintenance of an operations manual for the agency operations team
  • Support the PQI team with the creation and maintenance of PQI control documentation
  • Maintain multiple versions of the policy manual for risk management purposes (i.e. redline version and “the Portal” version)
  • Maintain an intimate knowledge with provincial/federal standards and legislation.
  • Assist with the preparation of agency reports. Develop, maintain and update databases and periodical reports along with research existing data collections, compilations and/or reporting methodologies. Preferred Qualification: The ideal candidate should be good at problem solving through analysis of the matter in hand, applying and interpreting the applicable policies while weighing in any competing factors. Hold an undergraduate degree or appropriate diploma in business, applied arts or equivalent. Possess a high level of analytical and critical thinking skills, with an attention to detail. Demonstrate excellent written and oral communication skills. Two to three years professional experience working in various related capacities such as: policy development, business analysis and/or legal regulatory affairs. Working for a non-for-profit organization will be considered an asset however, not required.
