1.0 FTE (Temporary, Full Time - Exempt)     

 

Location:              Vancouver (requires travel throughout BC, particularly greater Vancouver)

Status:                  Full time term until May, 2018 or return of the incumbent.

Position Scope

 

Under the general direction of the Chief Executive Officer (CEO), the Program Director is responsible for the negotiation, contracting, planning, development, evaluation, and fiscal viability of all Open Door Group programs and services in the specific program and geographic area.

 

Duties

 

Community and Contract Development

  • Remain current on regional and local political and government issues affecting people with disabilities and other marginal populations.
  • Conduct needs assessment of communities, draft feasibility reports for service expansion, and develop relationships/strategic alliances with key stakeholders.
  • Develop and write proposals to successfully acquire new government and private contracts.
  • Establish and develop operations within each area, including: sub-contracting with local agencies or the hiring of new staff to provide services, establishment of new sites and the development of operational systems and procedures.
  • Ensure that all systems and practices are in compliance with Open Door Group policies, and government regulations, and accreditation standards.

 

Contract and Program Management

  • Re-negotiate annual contracts with local sub-contractors.
  • Develop annual operational plans, including service and statistical goals/objectives.
  • Ensure programs/services are meeting the needs of clients and contract expectations, are effective and efficient, and achieving goals/objectives identified in annual operational plan.
  • Ensure effective fund allocation for the development, design, and management of activities, program/services, and projects.
  • Evaluate program(s) performance and draft recommendations for adjusting staffing/resources to address program(s) deficiencies.
  • Ensure program curriculums, service frameworks, and operational systems/practices are current and are implemented to a level that exceeds accreditation and Open Door Group standards.


Financial Management

  • Develop budget projections for relevant provincial and federal contracts, and submit projections to the financial department.
  • Ensure milestone and income payments are meeting or exceeding budget projections.
  • Ensure that service and program expenditures operate within approved annual budgets.
  • Ensure documentation to support milestone/income payments and program expenditures are meeting contractual requirements and that milestone/income payments are submitted in a timely manner.

 

Facility Management

  • Successfully negotiate, or re-negotiate, acquisition of program premises.
  • Ensure the safe and proper operation, cleaning, storage, and maintenance of equipment used by clients and staff. Safety standards and practices must comply with Open Door Group polices and procedures, along with WCB regulations.
  • Negotiate with third-party contractors for lease-hold improvements and monitor progress of renovations.

 

Public Relations and Marketing

  • Develop and implement marketing strategies to ensure each program maintains full enrolment and that clients obtain positive placement and employment outcomes.
  • Increase awareness of issues affecting people with disabilities and people who are marginalized through public presentations and discussion.
  • Employer engagement and government relations.

 

Internal and External Communications

  • Active and productive member of Board, management, supervisory, and staff meetings.
  • Productive leader on internal and external committees.
  • Coordinate and liaise with internal and external persons. This means providing internal and external persons, where appropriate and approved, with timely and accurate information on program and contract progress.
  • Ensure Open Door Group clients, staff, sub-contractors, and colleagues receive written assessments, progress reports and evaluations as required by program and contract standards.
  • Notify CEO of known infractions to the Open Door Group employee code of ethics, human rights, and serious breaches to the collective agreements.

 

Qualifications

 

  • Bachelor’s Degree in social sciences or related.
  • 5-7 years of increasing managerial and supervisory experience.
  • 3-5 years of experience in career/vocational counseling and program development.
  • Or an equivalent combination of education, training and experience.
  • Valid B.C. driver's license and use of personal vehicle during working hours. Must be able to travel throughout the province
