The Finance Division provides accounting, financial management, decision support, procurement, contracting, and risk management services for Community Living British Columbia (CLBC).


The Procurement & Contracting Services section is responsible for the development and implementation and maintenance of systems, policies and procedures to ensure appropriate controls are in place to govern procurement and contracting activities across CLBC.  The section represents CLBC in its relationships with other funding agencies of government and contracted service provider representatives and coordinates the implementation of government-wide change within CLBC.  The section ensures that contracted services are procured and contracted for in a manner that reflects best practice and meets the operational needs of internal customers.


The Role:

  • Reporting to the Director, Contract and Risk Management, the Manager, Procurement and Contract Accountability supervises a team of six staff. 

  • Working in a decentralized environment, the position is responsible for developing, implementing and maintaining the procurement, contracting and contract accountability policies, processes and procedures.



  • The ideal candidate will have a broad range of skills and experience including procurement practices/principles; contract monitoring and overall broad legal knowledge within general commercial matters; strong aptitude in financial procedures; and the ability to handle ambiguity, manage concurrent projects and prioritize tasks.  Sound judgement and critical thinking are essential to the role.



  • Demonstrated intellectual curiosity with an ability to analyze and resolve legal issues with passion and integrity and exercise judgement to strike a fair and practical balance between risks and the necessity to look after affairs. 

  • The incumbent will posses strong organizational and analytical skills, complimented with excellent interpersonal and communication skills



  • Bachelor’s degree or equivalent in a relevant discipline with strong, proven people leadership skills is ideal. 

  • Alternatively, a recognized accounting certification, an MBA and/or formal legal training or equivalent would be an advantage.

Occasional overnight travel is required.

Successful applicants are subject to a Criminal Record Check (Criminal Records Review Act) and are required to provide a clean Driver’s Abstract.
