Role Description 


Reporting to the Director of Programs, the Team Lead of Support Services provides leadership and supervision to the Support Services Team, including the Shift and HIV Support Programs. Working from a harm reduction and human rights based approach, the Team Lead, Support Services is a member of the Programs Team and works collaboratively with other HIV Community Link programs to ensure excellence in program service delivery for individuals living with or at risk for HIV and hepatitis C, and those currently or previously engaged in sex work.


Key Accountabilities                                                             


  • Participate as an active member of the Programs and Leadership Teams.
  • In collaboration with the Programs and Leadership Teams,
    • develop program policies and procedures in alignment with organizational policies.
    • implement evidence based and promising program practices in alignment with the strategic plan.
    • facilitate inter-program collaboration and coordination in service provision.

Program Delivery

  • Provides supervision and support to a team of Shift and HIV Support Services staff members and practicum students.
  • Supports team members to develop case plans with registered clients and provides comprehensive case consultation and coordination of outreach.
  • Facilitates the meaningful engagement of program populations in program development and delivery in accordance with GIPA/MIPA principles, including volunteer Peer Support programs.
  • Facilitates an environment of collaboration, collective learning and cooperation among the Support Services team.
  • Recruits and selects staff in consultation with the Director of Programs, including performing duties such as screening applicants, establishing interview panels, development of interview questions and making hiring recommendations.
  • Supports the ongoing professional development needs of all team members.
  • Leads team meetings and participates in larger agency staff meetings.
  • Ensures team members’ key accountabilities are evaluated and renewed on an annual basis.

Partnership Development

  • Provides information to the public and professionals regarding Shift and HIV Support Services.
  • Maintains key relationships with integral community partners, with a focus on HIV, hepatitis C and sex work.
  • Fosters partnerships with other community organizations and opportunities for community engagement.

Program Development and Evaluation

  • Ensures programming is developed on the basis of research in HIV, hepatitis C and sex worker support, evidence based and promising practices and related counseling techniques.
  • Implements outcome evaluation processes and procedures.


  • Compiles qualitative and quantitative statistics and reports throughout the year.
  • Develops and maintains feedback informed systems of service delivery for quality assurance purposes.
  • Completes monthly internal agency reports, and regular funder reports as per funder timelines.
  • Ensures qualitative and quantitative statistics and reports are completed by team members.

Financial Management and Budgeting

  • Develops and monitors program budgets.


  • Minimum Bachelor Degree in a human services related discipline with a preference for a background in Social Work.
  • 3 years’ experience in program management and leadership.
  • Strengths-based, harm reduction and human rights based approach to client service provision.
  • Proficiency in case management and counselling.
  • Thorough knowledge of HIV, Hepatitis C, Sex Worker, Addictions and Mental Health related issues.
  • Demonstrated cultural awareness and responsiveness in working across diverse populations.
  • Experience in program development, monitoring and evaluation.
  • Strong planning, prioritizing and organizational skills.
  • Excellent communications skills, written and verbal.
  • Public speaking and presentation experience.
  • Strong analytical and problem-solving skills.

Working conditions                                                                                                                 

  • Provision of a criminal security check with vulnerable sector search every three years.
  • A valid driver’s license and reliable transportation is an asset.
  • Adheres to organizational policy and procedures.
  • Maintain job specific procedures, password lists, and other documentation necessary for transitional purposes.
