JOB TITLE:  Manager, Exam Delivery & Administration  

 

REPORTS TO:  NATIONAL DIRECTOR, EVALUATION SERVICES        

 

POSITION SUMMARY:

The Canadian Alliance of Physiotherapy Regulators (CAPR) is the umbrella organization for all physiotherapy regulatory Colleges in Canada.  It’s main function is to run the credentialling assessment program for internationally-educated physiotherapists, as well as to administer the physiotherapy licensing exam for anyone (either Canadian-trained or internationally-trained) who wishes to practice physiotherapy in Canada.  Passing the Physiotherapy Competency Exam is a condition of licensure in all Canadian jurisdictions with the exception of Quebec.  The Physiotherapy Competency Exam is comprised of a written component (multiple-choice, computer-based exam) and a clinical exam (a 16-station OSCE exam) – both of which need to be successfully passed to obtain an independent practice license in Canada.  it is a large-scale, high-stakes exam administered across Canada.

The Manager Exam Delivery & Administration manages the delivery of high stakes  Exams to ensure a reliable, seamless and high-quality exam administration.  The Manager proactively deals with logistical challenges such that the exam delivery and integrated processes result in an exceptional customer experience in accordance with regulatory and stakeholder expectations.  The Manager trains, coordinates and supervises the work of dozens of contracted exam site administration staff across Canada.  In addition, the Manager demonstrates a clear and firm understanding of the vision, mission, values and objectives of CAPR and uses that knowledge to develop and align Departmental priorities, responsibilities, tasks, goals and initiatives in keeping with Board direction and CAPR’s strategic plan.  The Manager of Exam Delivery & Administration will work closely with the Manager of Exam Development.  Both management positions will excel in leading the development and refinement of cross functional teams within the Evaluation Services Program.

External Contacts:  

  • Regular contact with exam vendors, exam sites, subject matter experts, support personnel for exam delivery eg) chief examiners, examiners, standardized clients

AREAS OF ACCOUNTABILITY:

 

The Manager’s key accountabilities include Operational Management, Quality and Risk Management, and Resources Management.

  1. Oversee and manage contracts for all exam delivery activities: engage the right people and suppliers for effective exam delivery; site contracts for clinical exams; resource acquisition and management for administration of written exams; and contractual arrangements with the standardized patient program providers.
  1. Ensure ongoing continuous quality improvement and exceptional quality assurance for all aspects of exam delivery and administration. This includes establishing and maintaining best in class processes, reporting, leveraging and integrating of technology to enhance the CAPR exam brand with national consistency in exam administration and delivery. 
  1. Oversee and enforce a level of integrity checks, process controls and policies that ensure selected vendors who manage the delivery of exams have effective screening and security measures in place ~ pre-exam, during exam and post-exam. 
  1. Manage investigations of any allegations and/or reporting of cheating including trolling of internet for exam sharing/selling. 
  1. Oversee and manage the training of examiners (direct role) and standardized patients (through Program Coordinators). Ensures quality of examiners and standardized patient performance.
  1. Works with the Physiotherapist Advisor, Exam Delivery & Administration on process, curriculum and ongoing improvements. 
  1. Oversee and manage the logistics to ensure error-free administration and delivery of the exams on a national basis. This includes ensuring timely delivery of all props and materials, efficient and fair registration processes, and appropriate and adequate site assignments. 
  1. Stay current on industry, external regulatory and best practices for exam delivery and administration ie: probable impact of biometrics for security. Consider and account for social, globe economic trends impacting the nature and number of applicants.  Create and plan for the delivery of any new exam requirements ie. Jurisprudence exam.  
  1. Represent the interests and requirements of Exam Delivery & Operations through collaboration with colleagues within the environment to proactively plan for changes that impact the process and execution of exam delivery and administration. This includes any training, communications and integrations into the current or new systems.  

EDUCATION & EXPERIENCE

  • University Degree in a related field or equivalent experience
  • Previous experience with high stakes exams and processes preferred
  • Familiarly and comfort with psychometric principles and skills and thorough knowledge of assessment validity and reliability principles and practices.
  • Experience in effectively managing an operational program and a professional team with administrative responsibilities involving recruitment, performance appraisals, and developing and managing budgets
  • Previous experience managing and developing direct and non-direct team members
  • Project management skills
  • Demonstrated experience in prioritizing and successfully managing multiple tasks concurrently
  • Proven track record in developing and maintaining positive stakeholder relationships
  • Fluency in both official languages an asset
