Under the direction of the Head of Region HdR),  the Program Officer (PO) will support the management of international development programs/projects and initiatives of the Canadian Red Cross (CRC). The position is substantially involved in international development programming from program/project design through implementation including proposal development, planning, budgeting, implementation, monitoring and reporting, endline and evaluation and capturing/integrating lessons learned.


The Program Officer also plays a key role in liaising with other teams in International Operations (IO) and CRC Domestic as needed and profiling the team’s work to broader audiences; supplying content for CRC Public Affairs channels (e.g.: blog, website, publications, news media).





Program Management Support consistent with International Operations strategic areas

  • Supports project coordination, ensuring deadlines and processes are met as per Quality and Accountability standards including required project narrative, financial and analytical progress reports, expenditures and budget compliance.
  • Assesses project reports and monitor progress based on expected project outcomes.
  • Reviews and analyzes monthly financial report, monitor progress of financial expenditures and provides the HdR with an overview of his/her analysis; flagging issues for HdR consideration.
  • Prepares transfers of project funds to the field and invoice payments.
  • Reviews and edits narrative and financial project reports, in compliance with donor requirements.
  • Supports the management of consultancies for baselines, endlines, lessons learned and other project documentation.
  • Coordinates with Planning, Quality and Learning Advisors and Financial Analysts to support project monitoring, evaluation and reporting.
  • Develops and updates weekly their sections of the Americas team work-plan and flags delays and other issues to SPM.
  • Maintains an effective program/project filing system electronically in Microsoft Windows and CRC Project Implementation Management System (PIMS) Maintains hard copies as required in CRC central filing system, as well as prepares and screens correspondence.
  • Builds and maintains strong networks and relationships within CRC and externally.
  • Compiles briefing notes for management, may attend and report on external meetings and organizes meetings at CRC when requested.
  • Conducts field missions as requested.
  • Based on the Human Resources (HR) needs and requirements identified by the HdR, the PO is responsible to draft HR requisitions and terms of reference for staff or consultants as per program/project requirements and in liaison with relevant support departments.
  • Ensures the appropriate orientation of incoming delegates, staff or contractors in coordination with HR and other relevant support departments.
  • Drafts abstracts/posters/promotional materials/blog/content/multimedia for CRC participation in conferences or public events, in coordination with CRC Public Affairs and other relevant support departments.


Program/Project Development and Support

  • Supports the preparation of project proposals and concept papers as directed by the HdR, including developing content and conducting appropriate background research (sectorial, government priorities, socio-political issues, funding criteria, implementation approaches).
  • Develops appropriate project management documents (performance management frameworks, logic models, work breakdown structures, reporting matrices).
  • Assists in the monitoring of evolving political, social and security issues and makes recommendations as appropriate.


Overall Departmental Support

  • Provides back-up to colleagues as required.
  • Informs the HdR of emerging concerns on any areas under his/her scope of responsibility or that can affect the programs or team work and makes recommendations accordingly.
  • Supports the effective functioning of the Development team by managing the administrative tasks which are relevant to the position.
  • Supports the HdR in preparing the reports and responding to information requests required by senior management.
  • Participates in the development and dissemination of operational policy frameworks for International Operations.
  • Fosters team work through a professional exchange of experiences and expertise that can be transferred to other programs/regions and by participating in inter-departmental tasks as assigned by the HdR or the Program Manager.
  • Follows all CRC’s policies and procedures required to maintain and contribute to a healthy and safe working environment.
  • Ensures sharing and dissemination of program related materials to all concerned actors in the Canadian Red Cross Society or externally at conferences or meetings, as required by the SPM.
  • Performs other duties and responsibilities as may be assigned.






Education and Experience

  • Bachelors Degree in International Development, Public/Global Health, or a comparable related degree.
  • 3-5 years experience including 1 year of international experience in a developing country context.
  • Strong written and oral communication skills in English and Spanish are required. Communication skills in French are desirable.
  • Experience in program/project research and development as well as proposal writing skills.

  • Proven budgeting and project management skills at all levels of project management including project planning.
  • Strong attention to detail and proven skills in time management.
  • Proven analytical and problem solving skills.
  • Self starter with initiative, and ability to work in an environment with ambiguity.
  • Proven ability to be a supportive and productive team member.
  • Previous Red Cross experience an advantage.
  • Strong Microsoft Office skills.





Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa. Field missions can involve working in environments that are unstable and unpredictable, and require very strict adherence to security regulations. Access to basic amenities and services may be limited or non-existent. The presence of serious communicable diseases is widespread. Other hazards such as disorganized or political violence and crime are on the increase in some parts of the region. This position requires travel to and living in conditions which are not equivalent to Canadian standards.
