JOB SUMMARY:

Reporting to the Manager of Finance and Information Technology, the Accounting Clerk is responsible for daily accounting tasks in the Finance Department which may include: processing and maintaining full cycle bi-weekly payroll for BCGEU and Excluded staff, data entry, accounts payables, bank and G/L reconciliations, creating and updating spreadsheets, and maintenance of records, payment system for caregivers. The successful candidate will participate in training as needed as well as perform all tasks, other related duties and special projects as assigned by the Manager and or Senior Accountant. The focus for this term position will be accounts payable; however, the successful candidate will have experience in all functions and areas of the role.

 

KEY DUTIES AND RESPONSIBILITIES:

 

PAYROLL PROCESSING - Perform and organize the preparation, distribution and reporting processes for complete bi-weekly payroll cycle for Union and Excluded employees.

  • Process payroll, leave and benefit transactions.
  • Respond to employee inquiries concerning payroll.
  • Comply with garnishment orders, severance and lump sum payments.
  • Reconcile all statutory requirements and deductions (includes T4’s, payroll taxes, provincial medical plans, WorkSafe BC payments, extended health plans, pension plan), request cheque requisition for payment of above to various government and other agencies in a timely manner.
  • Ensure fiscal year end requirements are met.
  • Distribution of payroll statements.
  • Implement changes to payroll, benefits and leave procedures.
  • Maintain and ensure security and integrity of all payroll and accounting records related to Payroll and Benefits.

 

ACCOUNTS PAYABLE – Perform/organize the Accounts Payable cycle and the maintenance of files and adhere to payment deadlines.

  • Receive and verify invoices and cheque requisitions.
  • Ensure cheque requisitions have proper back up attached and proper signatures.
  • Code, and send to supervisor for authority to pay.
  • Prepare batches of invoices for data entry.
  • Post the invoices in the A/P module.
  • Print cheques and distribute accordingly.

 

RESOURCES AND PAYMENT SYSTEM (RAP) - Manage payment to Caregivers maintaining payment deadlines.

  • Update control sheet.
  • Reconcile control sheet to Turnaround documents (TAD)
  • Confirm and adjusts with Resources program to ensure payments to caregivers are correct.
  • Prepare bank file for transfer of caregiver payments.

GENERAL LEDGER

  • Code, verify and post transactions to journal, ledgers, bank statement and other records.
  • Maintain and update transactions to general ledger.
  • Perform reconciliation of general ledger accounts at month end.
  • Analyze, investigate, and correct accounting entries as required.
  • Perform reconciliation of bank statement at month end.
  • Assist with fiscal year end by ensuring all documentation required by auditors is complete.
  • Prepare and deposit cash receipts and maintain records of deposits.

 

OTHER RELATED DUTIES

  • Provide back up for the other accounting staff when required.
  • Ensure compliance with VACFSS policies and procedures.
  • Tag and record Capital Assets.
  • Maintain various reports by regularly updating files, reports and spreadsheets.
  • Prepare reports as required.

 

QUALIFICATIONS

EDUCATION, TRAINING AND EXPERIENCE:          

  • Minimum 2 year accounting diploma; preference for a degree (Finance or Accounting).
  • Minimum of 5 years combined experience with A/P, A/R, payroll, invoices, bank and GL account reconciliations.
  • Proficiency in using Windows based computer applications is required.
  • Experience with Great Plains would be an asset.

 

JOB SKILLS AND ABILITIES:          

  • Knowledge of General Accepted Accounting Principles (GAAP) and ability to apply them.
  • Knowledge of payroll and related accounting procedures and functions.
  • Knowledge of applicable provincial employment standards, legislation and employment practices and laws.
  • Ability to work accurately and quickly under operational deadlines.
  • Ability to generate special computerized reports with minimal direction.
  • Ability to maintain payroll and accounting records in an orderly and accurate manner.
  • Ability to express ideas clearly and concisely, in writing and verbally.
  • Ability to work well in a team environment.
  • Previous experience working in a non-profit organization.
  • Experience working in an Aboriginal agency with strong knowledge of the impact of colonialism on Canada’s Aboriginal people.
