e4c is a non-profit human services charitable organization that moves people toward positive, healthy and lasting change. We accept each person at their starting point. With a revenue of over $17 million a year and employing 350 full and part time staff e4c works toward addressing the conditions that limit a person’s ability to fully participate in community.

Community is at the heart of e4c and our programs exist within an attitude of grassroots community development and collaboration. We make positive life change happen by working in partnership with people, interest groups, sister organizations, funders, and the community at large. e4c’s vision is to limit, alleviate and ultimately eliminate poverty. In more than 40 years, e4c’s services have grown to over 20 programs, operating in four quadrants of the city and impacting over 10,000 people every year.  Through the expression of e4c’s values – courage, compassion, connection, commitment – our programs and services address the fundamental causes of vulnerability for children, youth, families, individuals and communities.  We focus our work in four main areas:

  • Shelter and Housing: Having a home is essential to a person’s wellness and quality of life. e4c provides a range of housing services such as emergency shelter, interim housing, affordable housing, permanent supportive housing and supports to get permanent housing and staying housed.
  • Food Security: People living in poverty are more likely to experience food insecurity due to their lack of access to sufficient and nutritious food. e4c increases food security by providing essential support such as three meals a day in our emergency shelter, providing children with a nutritious lunch or snack at school, and building knowledge and skills around food access and nutrition.
  • Education and Skill Development: Education presents one of the pathways out of poverty. e4c works across the lifespan to help people to develop their potential such as providing children with an early advantage to be successful in school, assisting youth to overcome training and employment barriers, and working with vulnerable persons to develop life skills and make positive life changes.
  • Community and Connection: Healthy communities come from healthy relationships between community members. e4c works to grow community capacity through supporting people’s participation within their community, grassroots community projects, and collaborative ventures with other community organizations.

History and Governance


e4c was founded in March 1970 by four of Edmonton’s inner city churches – Augustana Lutheran Church, First Baptist Church, McDougall United Church, and All Saints Anglican Cathedral. This merger of different faith communities to “do good in Canada” was so ground breaking it was covered in an article in the New York Times. Initially, Edmonton City Centre Church Corporation met the needs of homeless women out of the basement of McDougall United.

St. Joseph’s Basilica and Christ Anglican later joined e4c and these inner city churches provide support and candidates for the volunteer board for the organizations.

Current members of e4c are:

  • All Saints Anglican Cathedral;
  • Augustana Lutheran Church;
  • Anglican Parish of Christ Church;
  • First Baptist Church;
  • McDougall United Church; and
  • Joseph’s Basilica.



Direct and lead multiple functions in program delivery, business practice and management to ensure the provision of sound foundational practices and processes in support e4c’s organizational success.


Program Delivery

  • Relating to programs targeted at children, youth, women and families:
    • Lead the development of program logic model/framework.
    • Ensure development and implementation of program policies and procedures.
    • Ensure achievement of program outcomes.
    • Ensure operational efficiency, best practices and program accessibility.
    • Ensure adherence to Corporation mission, philosophy, practices and plans.
    • Ensure persons served, stakeholder and community input.
  • Provide leadership to create increased potential and capacity of program personnel and operations.
  • Facilitate and/or mandate integration in service provision, as relevant.

 Leadership and Staff Management

  • In coordination with the Chief Executive Officer and executive team, play a key role in the overall development, strategic planning, service delivery, and management of the agency across multiple sites and departments.
  • Directly supervise five program directors; working closely with senior program staff to build their skills and confidence so that they can mentor, encourage, and motivate their staff. Provide assistance and guidance on how to troubleshoot program and staff performance challenges. Mentor directors on how to proactively engage in planning to improve program management.
  • Deploy resources efficiently and effectively toward agency goals, working with staff to balance workload and effort, and provide regular feedback so that key staff can continuously improve their supervision and mentoring skills.
  • Create and support a high performing culture aligned with e4c core values. Develop a team-based environment to motivate and inspire staff to work collaboratively toward vision and goal, by clearly communicating agency vision, implementing yearly staff development plans and mentoring.
  • Establish annual program, departmental and staff goals and objectives and track results against these goals as well as accountability for performance.
  • Work in partnership with the Executive, implement e4c’s strategic plan, as well as develop and implement new initiatives that reflect the agencies mission.

Business Practice and Management

  • Provide supervision, guidance and support to Directors.
    • Lead development of program budgets.
    • Ensure performance relative to approved budgets.
    • Pursue financial resources to support areas of need.
    • Ensure human resources, financial, and information management practices within program areas comply with legal, regulatory, contractual and accreditation requirements.
  • Lead quality evaluation and improvement planning in programs' business practices, service delivery and information management areas.
  • Serve as an agency

 Liaison and Advocacy

  • Timely and accurate reporting to the Chief Executive Officer.
  • Timely and accurate reporting as dictated by contractual agreements and regulatory requirements.
  • Facilitate internal communication between Directors.
  • Maintain sound awareness of issues and trends that may have an impact on the Agency, its programs and service users.
  • Act as a spokesperson/representative on issues of interest in the areas of children, youth, women, families, and as indicated for the Agency.
  • Act to promote public, government and stakeholder interest and action regarding needs of service users and communities.
  • Facilitate Directors to communicate program information, and advocate persons served and community needs to relevant stakeholders.
  • Develop and ensure maintenance of strategic partnerships and collaborations that are beneficial to program delivery, persons served, communities and coherent with e4c’s mission, philosophy, practices and plans.

Education and Certifications

  • Degree in the area of human services, psychology, administration or similar.
  • Ongoing education and development in the areas of human services delivery, social justice, information management, quality assurance, program evaluation or similar.
  • Police Information Check including Vulnerable Sector.
  • Youth Intervention Check.


  • 10+ years of progressive leadership in the human services sector, including supervisory and management experience of multiple programs.
  • 5+ years managing a high-performing team in a multi-site structure to include professional development and mentorship.
  • Demonstrated competency in the development and administration of complex budgets.
  • Successful experience with contract funders and levels of government.
  • Demonstrated ability to analyze and compile complex data for planning and reporting purposes.
  • Strong relationship builder with the ability find common ground, build consensus and strengthen collaboration among diverse stakeholders.
  • Excellent communication skills, both written and oral, with the ability to represent the agency externally across a wide range of stakeholders and constituencies. Highly developed skills in organizing and priority setting.
  • Well defined belief in the fundamental value of persons and social justice.
  • Knowledge of harm reduction sexual exploitation, abuse, addictions, mental health, homelessness, inner city, and indigenous culture.


  • Leadership Skills – has demonstrated the ability to lead, coach and motivate others involved in program delivery. Will demonstrate an open and inclusive leadership style.
  • Change Management – a proactive leader who can unite his team on a program of change and ensure its successful delivery.
  • A Role Model for the Agency – exemplifies the values and principles of e4c in a senior leadership capacity both internally and externally. Demonstrates maturity, professionalism, discretion and reliable judgment.
