Services and Housing In the Province (SHIP) is a Housing and Health Service Provider for specialized populations with numerous programs and partnerships. SHIP’s mission is to increase quality of life through health services and housing supports that promote mental and physical health and wellness.  It is our collective belief that provision of services must be delivered with a sense of compassion and clients must be provided with the opportunity to pursue independence and to actively contribute to and participate in the community in which they live. Reporting to the Sr. Manager we are currently seeking an energetic, enthusiastic and committed individual for the following position:

 

 

Housing First Collaborative - Program Manager

(Non-Bargaining Unit Position)

 

 

Reports To:  Sr. Manager (Projects & Housing Development)

 

Responsibilities:

  • Assists in the design and implementation of the Housing First Collaborative.
  • Develops a trusting and transparent working relationship with the Collaborative partners.
  • Manages and directs the daily activities of staff including staff performance, recruitment of new staff, and safety and educational training programs.
  • Monitors service delivery regularly.
  • Runs weekly “rounds”
  • Establish professional working relationships with all funded agency Housing First Teams to appropriately assist in housing their identified clients. Understand each team’s requirements, and proactively provide housing supports as required.
  • Working with other staff/agencies to assist in the development of policies and program procedures;
  • Maintaining a liaison with appropriate agencies, organizations and committees dealing with housing, legal and transitional issues
  • Coordinating the referral procedure, assessing and selecting individuals for the program;
  • As appropriate, develop an accurate, written, analysis which identifies a variety of methods to meet the needs of the collaborative.
  • Complete all reporting and statistical information according to agency and funding requirements;
  • Assertively engage with partners to secure housing including unit rental, damage deposits, securing income assistance if required, setting up of utilities, signing of leases, and arranging for furnishings and household items to establish their homes.
  • Organize and chair program meetings and in-service training
  • As required and is applicable, make suggestions that will improve efficiency, working conditions or procedures
  • Assists in the design and implementation of the Housing First Collaborative.
  • Develops a trusting and transparent working relationship with the Collaborative partners.
  • Manages and directs the daily activities of staff including staff performance, recruitment of new staff, and safety and educational training programs.
  • Represent the organization in a professional manner
  • Act as a positive role model for organization when dealing with clients, partners and other stakeholders
  • Obtain necessary authorizations and approvals to ensure appropriate services and support.
  • Performing other assigned duties/ responsibilities to contribute to the efficient and effective provision of services.
  •  Knowledge of Landlord and Tenant Legislation.
  • Working understanding of the dynamics of the Housing and Legal System;
  • Ability to work independently and utilize sound judgement to perform all assigned duties with minimal supervision
  • The hours of work vary to include days, evenings and may include some weekend work as required

Qualifications:

    • Post-secondary degree plus equivalent related experience in the Social Services Sector
    • Experience in working with the chronic homeless population
    • Extensive knowledge of Housing First methodologies 
    • Understanding of Homelessness assessment tools and implementation
    • A solid foundation in project management / program development
    • Experience with the implementation of new programs is required
    • Knowledge of the Region of Peel’s housing system and Housing First support systems
    • Knowledge of Landlord and Tenant Legislation.
    • Working understanding of the dynamics of the Housing and Legal System;
    • Ability to work independently and utilize sound judgement to perform all assigned duties with minimal supervision
    • Ability to translate strategic goals into practical actions
    • Knowledge of the Housing Partnership Strategy and principals related
    • Effective decision making skills and ability to assess a comprehensive range of variables to be able to interpret analyze and solve problems.
    • Ability to advocate on behalf of clients/agencies and is comfortable with the self-help role.
    • Ability to work independently and as a member of a multi service team.
    • Excellent oral and written communication skills are essential.
    • Experience and sensitivity in dealing with members of different cultural and racial backgrounds, including visible and invisible dimensions of diversity.
    • Must be certified in CPI, CPR and First Aid.
    • A valid Ontario Class “G” Driver’s license and a vehicle with adequate insurance coverage are also required.
    • Criminal record and Child and Youth Information Systems check are required.

This position is a bargaining unit position working 37.5 hours per week.
