Under the direction of the Manager, Emergency Programming, the Program Officer is responsible for supporting Canadian Red Cross projects in protracted conflict and fragile settings, early recovery settings and business development.

 

The position will support the development, implementation, management, monitoring and reporting of all CRC projects in protracted conflict, fragile settings, and in early recovery programming, including support to project design and proposals, financial tracking, delegate deployments and information management. The Officer must be willing be and able to travel to insecure and sometimes conflict-affected places as required.

 

All actions undertaken by the Program Officer are guided by CRC’s Mission, Vision, the Fundamental Principles and the International Operations strategy.

 

 

RESPONSIBILITIES

 

Program Development and Management Support

  • Supports the development, management, implementation and monitoring of CRC programs and projects in emergency, protracted conflict and fragile settings, as well as in early recovery, to a high level of quality and accountability standards, including project expenditure and budget compliance.
  • Provides Head Quarters support to field activities and structure as required.
  • Develops program related documents and supports the management and reporting requirements as required.
  • Provides close support to field personnel; review contracts for delegate housing, transportation, and other requirements and ensures timely execution of contracts to ensure program implementation.
  • Prepares financial and narrative progress reports in consultation with field colleagues, which conform to donor requirements and are of high quality.
  • Develops program/project budgets, reviews expenditures regularly to ensure that programmes/projects are operating within approved annual budgets.
  • Compiles briefing notes for management on relevant progress and issues.
  • Maintains an effective program/project filing system, preparation and management of correspondence.
  • Continuously monitors the security situation in countries with CRC Emergency and Recovery programming and their adherence to security guidelines, and alerts Program Manager, Senior Manager and Security Advisor as appropriate.
  • Liaises with Program Quality, Learning Unit to ensure compliance with best practices in Program Monitoring and Evaluation and Reporting.
  • Supports the development of appropriate project management documents and tools (logical framework analysis, reporting matrices, etc.) as directed by Program Manager.
  • Maintains strong networks and relationships within the CRC, the RC Movement and other members of the humanitarian community.
  • Undertakes field missions as required.

  • Supports the Emergency Programming unit in setting up of priorities and planning of activities.
  • Integrates lessons learned from past and ongoing operations to new programming and in the recovery strategy as needed.
  • Supports the development of project proposals for CRC activities in emergency and recovery settings, including but not limited to Global Affairs Canada’s annual calls for proposals, as well as proposals for other donor funds, in close coordination with the Business Development Unit.
  • Follows CRC’s standard proposal development procedures ensuring inclusion of all relevant stakeholders within and outside of CRC.
  • Maintains a constant monitoring of evolving political, social and security issues, program challenges and threats and makes recommendations as appropriate; ensures measures for risk management and mitigation are in place.
  • Briefs and supports the effective management of relations and/or programming partnerships with National Societies, the IFRC, the ICRC and Partner National Societies.
  • Prepares recommendations and associated plans for presentation to Manager and Senior Manager as required.
  • Conducts appropriate background research (sectoral, government priorities, agency, funding criteria, management approaches, etc).
  • Identifies opportunities for the CRC within the context of the program plan and consistent with CRC strategic objectives.

 

Special Projects

  • Provides effective support to special projects and tasks as assigned.Overall Department Support and Officer’s Pool

  • Provides back-up to colleagues as required.
  • Fosters team work and the efficient operation of the department by supporting the work of International Operations and by participating in the planning and development activities of the department.
  • Participates in the development and dissemination of operational policy frameworks for International Operations.
  • Fosters team work through a professional exchange of experiences and expertise that can be transferred to other programs/regions and by participating in inter-departmental tasks as assigned.
  • Ensures sharing and dissemination of program related materials to all concerned actors in the team and with the Canadian Red Cross Society.
  • Contributes to a healthy and safe working environment.
  • Performs other duties as required within the unit and/or officers’ pool.

 

 

QUALIFICATIONS

 

  • Bachelors Degree in International Development or comparable related degree.
  • 3-5 years experience in emergency, early recovery and/or development program environments.
  • Strong written and oral skills in English are essential; French/Spanish or other language strong asset.
  • Experience in program/project research and development.
  • Proven financial, budgeting and project management skills including attention to detail and working with tight deadlines.
  • Strong Microsoft Office package skills.
  • Previous Red Cross experience in emergency and recovery programming a strong asset.
  • Proven analytical and problem-solving skills.
  • Self starter and able to work in an environment with ambiguity.
  • Proven ability to be a supportive and productive team member.

 

 

WORKING CONDITIONS

 

Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa. Periodic travel to country operations may be required. While the majority of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable and with unpredictable access to basic services.
