Under the direct supervision of the Canadian Red Cross (CRC) Regional Representative, Americas, the Programme Coordinator (PC) will support the management of Canadian Red Cross field based programming in the Americas region and coordinate the work of the Field Team and support staff in Ottawa to ensure effective programme planning, budgeting, implementation, monitoring, reporting, information management, and communications.





  • Coordinate CRC regional programming to ensure efficient and effective results based results and compliance with agreements with donors, project implementation plans and CRC’s internal requirements
  • Coordinate the Field Team and support staff in Ottawa, including advisors, to ensure effective programme planning, budgeting, implementation, monitoring, reporting, risk management, and information management
  • Ensure effective clear communications are maintained throughout Field Team, support staff in Ottawa and programme/project stakeholders
  • Liaise with CRC program support staff and advisors in Ottawa for technical support in all elements of project planning, reporting and implementation
  • Ensure effective and required monitoring and evaluation processes and mechanisms are in place for programmes/projects in line with Results Based Management (RBM)
  • Monitor and review programme/project progress, assess constraints and suggest corrective action, ensuring early warning of risks to the regional representative and Field Team for action
  • Monitor programme/project budgets and financial resources to ensure accuracy and reliability of financial reports
  • Coordination with CRC’s Finance and Administration Coordinator, review PCO, NS and IFRC financial reports and fund transfer requests and recommend approvals
  • Oversee and coordinate the preparation of Annual Work Plans, Annual Operational Plans and Budgets as required for Donors and CRC, with the support and inputs from Field Team and Ottawa based program support staff and advisors
  • Guide and support Field Team, NS Project Teams and the IFRC Strategic Partnership Coordinator in the preparation, submission and revision of the NS country level plans and budgets and IFRC’s technical assistance plans and budgets
  • Oversee and coordinate the preparation of Programme/project reporting in compliance with donor and CRC requirements
  • Prepare activity and mission reports as requested
  • Oversee and coordinate programme/project design, planning and budgeting processes
  • Identify lessons learned and best practices and promote their application in programming initiatives
  • Develop and maintain business continuity plans for existing projects
  • Develop Project Exit plans
  • Support with the planning and organization of regional meetings, forums and workshops
  • Assist Regional DRM and Cross Cutting Coordinators and IFRC SP Coordinator in the recruitment and management of regional and local consultancies.
  • Oversee the preparation of legal agreements with NSs, IFRC and other implementing partners
  • Conduct regular monitoring field visits in the region




Education, Experience and Knowledge



  • Relevant university degree or higher education or equivalent combination of education and experience - post graduate degree, MBA, project management certification an asset
  • Minimum 5 years of international experience in managing relief and/or development programs/projects. Experience in emergency preparedness, response, recovery programming, long term DRM programming,
  • Demonstrated experience in project coordination and integration
  • Demonstrated experience in budget preparation and financial management
  • Demonstrated experience in managing, coaching, and supporting staff preferred
  • Demonstrated experience in networking and developing relationships with various partners and stakeholders
  • Strong record of working with partners for relevant, effective & sustainable programming.
  • Demonstrated experience of working effectively within a multicultural team.

  • Available to travel to other countries





This is a field based position based Panama City, Panama. Security and working conditions in Panama are relatively comfortable however vigilance is required at all times.  Delegates must adhere to IFRC Security protocols in Panama and CRC security protocols wherever the delegate is travelling. Frequent travel between in the region is required. The CRC supports a safe working environment and comfortable accommodation. However, as in all contexts, delegates must be aware of and responsible for their personal safety.


This position requires a successful Canadian criminal record, reference check, valid driver’s license, valid passport and First Aid certification. The Canadian Red Cross Society is an equal opportunity employer.
