POSITION SUMARY:

 

Reporting to the Senior Manager - Supply Chain, the Manager Procurement, Program Support is responsible for developing and implementing policies, procedures and tools to be utilized by the Supply Chain team and other business areas throughout BC Housing. Other responsibilities include reviewing procurement requisitions and delegating and/or participating in the RFx process to support requisitions from BC Housing’s internal clients, including but not limited to: RFx development, RFx processing/management, RFx evaluation, contract negotiations/execution, and contract management. The incumbent’s role is to focus on value added initiatives, ensuring correct processes and ethical requirements are imbedded in our procedures as well as ensuring Best Practices.

The role of the Manager Procurement, Program Support is accountable to its main customer – Supply Chain management – for providing training, support, advice, and assistance to the supply chain team and other stakeholder departments that may be involved in aspects of services and goods contracting including, but not limited to, process changes, business system alignment, RFP developments, supplier performance development, and market intelligence. The Manager Procurement is accountable for providing tools and techniques that support the goals and objectives of the Supply Chain team. The position provides consulting services and analytical support throughout the organization.

 

YOU BRING TO THE ROLE:

  • Canadian diploma or designation from a Supply Management Program as an accredited Professional Supply Manager, or equivalent experience and education
  • Considerable (6 to 8 years) experience in assessing, developing and implementing procurement processes including supporting systems for a complex organization, preferably in the public sector environment, and extensive experience in developing training materials and leading training sessions.
  • Considerable knowledge of the philosophies, practices and processes of procurement, contracting and vendor management
  • Good understanding of supply chain processes and "total cost" concepts
  • Strong knowledge of cost and financial analysis
  • Good knowledge and understanding of the diverse procurement requirements in a building management and construction environment.
  • Knowledge of trends and developments in the industry and marketplace
  • Ability to identify and develop opportunities for reducing purchasing costs/supply risk and achieving procurement efficiencies
  • Ability to lead cross-functional teams and consultants in the development and implementation of strategic procurement initiatives
  • Ability to establish a high level of rapport with Commission management and staff, vendors, contractors and other service providers
  • Ability to design, develop and deliver training programs
  • Well developed research, analytical, problem solving, planning and organizational skills
  • Well developed oral and written communication, presentation, leadership, facilitation, negotiation, conflict resolution and interpersonal skills.
  • Ability to lead, mentor and motivate staff in a team environment.
