CARE Canada is currently seeking a Program Manager – Humanitarian Operations to support its Country Offices, part of the Humanitarian Assistance and Emergency Team (HAET).

 

We are seeking a dynamic candidate with experience working in complex environments to take on this newly created position.

CARE’s Global Program Strategy and Humanitarian and Emergency Strategy (HES) commits CARE to be a leading humanitarian agency that has a lasting impact on the needs of women, men, boys and girls affected by humanitarian crisis, and have a unique ability to reach and empower women and girls in emergencies.  The Humanitarian Assistance and Emergency Team (HAET) is part of CARE Canada’s International Operations & Programs unit, which is responsible for the overall management of CARE Canada’s development and humanitarian programming.

 

The Program Manager – Humanitarian Operations (PM-HO) will work under the leadership of the Senior Manager, HAET, with significant collaboration from the Director, Country Presence, Relevance and Impact. As part of CARE’s priority to strengthen its humanitarian preparedness and response, the PM-HO is the headquarters focal point for humanitarian and operational issues in CARE Canada-managed Country Offices (COs). These include Chad, Cuba, Indonesia, Kenya, Zambia and Zimbabwe. This new role exists to better support emergency preparedness and response, as well as increase humanitarian program management.

 

The PM-HO’s will play a key role in advising and supporting COs in the effective scale up and management of humanitarian programmes in order to increase impact and enable positive change for people in need. The PM-HO will provide operational support, ensuring high quality, timely responses in-line with the CARE Humanitarian and Emergency Strategy. The role also supports the management of a diversified portfolio of programs funded by various UN entities including WFP, UNHCR, UNFPA, as well as GAC and other donors. The PM-HO will be a flexible resource, jumping in to support where they are most needed.

 

Because of the nature of the work, the demands are fast-paced and unpredictable.  This position requires an individual who is very flexible, provides expertise and leadership and who works well within a team. A strong understanding and practical experience integrating gender equality in humanitarian interventions is essential. 

 

Tasks include:

Support to Country Offices (COs) to deliver humanitarian programmes. The PM-HO will support COs in planning, resourcing, staffing and funding humanitarian responses, as well as support in the design and implementation of systems & processes so that programmes are delivered on time according to organisational and donor requirements and within allocated budgets. Ensure overall quality and timeliness of humanitarian responses, including support on needs. In between rapid onset emergencies, the PM-HO maintains oversight on emergency preparedness and readiness, strengthens gender in emergency capacity, works on humanitarian policy & analysis and provides technical assistance as needed.

 

Manage humanitarian programs funded by the UN and/or GAC. Support CARE Canada COs to plan, review and revise annual project work plans, and comply with donor agreements; Provide oversight on projects, including adherence to Gender Equality principles, financial, administrative and programmatic procedures. Monitor emergencies in countries of focus to identify new initiatives and project opportunities, in coordination with the New Business Development team. Develop high quality concept papers and proposals in collaboration with Country Offices (including Logic Models, Performance Management Frameworks and detailed budgets).

  • You have significant practical experience in designing, implementing and monitoring humanitarian programming or country operations
  • You have a strong understanding and practical experience integrating gender equality in humanitarian interventions
  • You have exceptional writing and editing skills
  • You have a Bachelor’s degree in International Development or Humanitarian Assistance or in a related field, or equivalent combination of education and work experience.
  • You are very flexible, and willing to jump in wherever your support is needed
  • You excel at establishing priorities in a time-sensitive environment and your ability to multi-task is unparalleled
  • You are an effective collaborator and are able to work with small, cross-cultural and remote teams
  • You have a results-oriented focus, keen drive, with an infectious enthusiasm and passion for delivering results

 

What would make you extraordinary (Assets)?

  • In-depth understanding of UN funding modalities
  • Fluency in French or Spanish
  • Relevant advanced degree or equivalent
  • Technical specialisation in a thematic area of expertise relevant to CARE Canada’s work (ex.  Gender in Emergencies, WASH, food security, Sexual & reproductive health)
