Reporting to the Head of Region, Middle East North Africa (MENA), the Program Coordinator is responsible for supporting the strategic objectives and direction for project initiatives of the Canadian Red Cross Society which are in MENA region. The Program Coordinator will ensure all needed technical and operational support to field representatives in the planning, development, implementation and closure of projects framed by IO Strategy 2020 (S2020) to deliver in the Last Mile. The Program Coordinator will ensure a real-time overview of all projects/programs in the MENA region.


The Program Coordinator contributes towards the mandate of the Global Programs: Oversee the delivery of programs and services to people and communities within the context of S2020 in four regions: Asia, Africa, Americas and MENA. Manage and grow partnerships and relationships with select National Societies and key stakeholders.


The Program Coordinator works as a collaborative member of the MENA team. The Program Coordinator will contribute to the success of the matrix model, agility of the organization, delivering against the One Red Cross vision and interoperability, implement innovations/learning within programs, and ensure robust risk management and personnel wellbeing.




Program Coordination and Management

  • Ensures technical support for the development and management of key project components. Ensures deadlines and processes are accomplished as per CRC quality and accountability standards including project expenditure and budget compliance.
  • Monitors information provided by field teams about projects and activities taking place in relevant programming areas, and acts as first point of contact for inquiries from and to the CRC National Office and Canada-based stakeholders. Ensures sharing and dissemination of project related materials to all concerned actors in the team and with the Canadian Red Cross Society.
  • As needed, supports field teams to negotiate Memorandums of Understanding and Project Cooperation Agreements with the IFRC, the ICRC and Operating National Societies, in consultation with the Head of Region, and with the advice of the CRC Legal Services.
  • Monitors accounting and budget records provided by field teams and prepares financial information to contribute to an effective internal control of the assigned project budgets. Coordinates quarterly performance to budget analyses for MENA team. Assists the Field in the management of the budget and course-corrections as required. Ensures compliance with Grant Agreements, Contribution Agreements and other donors’ agreements.
  • Ensures an effective program/project filing system, preparation and screening of correspondence. Promote and ensure integration of CRC program information management system (PIMS) in all projects. Adapts field reports for various audiences as required.
  • Monitors evolving political, social and security issues and makes recommendations as appropriate. Support the field in identification and mitigation, monitoring, analysis and regular reporting of risks to program, partnerships and reputation. Support Field Delegation in development / updating of scenarios and continuity planning.
  • Ensures the highest standard of security information for the CRC supported staff in country(s) of focus and for CRC visitors to the countries. Allocates resources to support the fulfillment of MSR requirements.
  • Support the Field team in the development / updating of risk and security procedures and plans. Support Field Delegations to ensure awareness of critical incident protocols and support the management of security incidents as required. Provide support/back-up to Head of Region on risk/security management items at National Office as requested.
  • Provides line management to National Office based Program Officers, MENA and support a matrix-management approach for both National Office and field based program staff. Act as back-up to Field Representatives as requested. Assists the MENA Team in the recruitment and management of its staff as requested, drawing support from PS, Security, Technical Leads and/or legal as required.
  • Coordinate and support the strategic guidance and vision for project planning and the development of proposals, including the effective coordination of inputs from other CRC departments (people services, finance, global health, emergencies, quality and learning, legal) and external stakeholders based in Canada.
  • Identifies opportunities for new areas of work, consistent with CRC and program strategic objectives, and generate resources for the development of such activities. Analyze and supports opportunities for program development as recommended by Field Representatives, and provides technical support for program development. Provide national office coordination and support to proposals developed by Field Teams, including Logic Models.
  • Maintain strong networks and relationships within CRC. Supports MENA team in maintaining effective relations with relevant key RC/RC Movement actors, stakeholders, GAC and diaspora communities in Canada as needed. Acts as the program-level interface with Philanthropy/Canadian donors, Ottawa-based representatives of the Government of Canada, Canadian academia and other partners headquartered in Canada.
  • Provides technical support to the field team in developing CRC brand awareness, communication and marketing strategy. Liaise with CRC Communications on potential media stories, blogs and profiling of CRC work in MENA. Conduct media interviews as required.


Supports an Effective Team

  • Develops and maintains membership in the functional department, Global Programs, Emergencies and Recovery, and designated project teams. Collaborates to fulfill the agreed objectives, needs and expectations. Fosters team work through a professional exchange of experiences and expertise that can be transferred to other areas of work. Ensures sharing and dissemination of services related materials to all concerned actors.
  • Fosters team work and the efficient operation of the department by supporting the work of International Operations and by participating in the planning and development activities of the department.
  • Supports the effective functioning of the regional team by managing the administrative tasks which are relevant to the position.
  • Provides back-up to colleagues as required.
  • Mentors colleagues in the National Office and in the field on sourcing processes and systems for back up purposes.
  • Follows all CRC’s policies and procedures required to maintain a healthy and safe working environment.
  • Integrates volunteer resources within the scope of responsibilities, as required.






Education and experience

  • University Degree in humanitarian affairs/international relations, project management or comparable related degree.
  • 5-8 years’ experience with an international organization, including experience managing multiple and complex projects.
  • Experience in staff management and leading effective coordination among different units/teams.
  • Experience in security and risk management, including risk mapping, scenario planning and contingency plans.
  • Experience in public speaking and representation an asset, including with government officials, donors, media, etc.



  • Demonstrated experience in project management methodology, including RBM.
  • Proven budgeting and financial management skills, with demonstrated attention to detail.
  • Proven experience in managing personnel, projects and budgets at a scale similar to current programming.
  • Ability to communicate clearly and efficiently (including communicating with remote teams). Strong communication skills orally and in writing, particularly in program proposals, reports and public materials.
  • Strong negotiation and analytical skills, with ability to trouble-shoot issues, problem solve and integrate a forward-thinking, solutions oriented culture.
  • Knowledge of and previous experience in MENA region a significant asset.
  • Previous Red Cross experience an advantage.





Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa.  Periodic travel to country operations will be required.  While the majority of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable, insecure and with unpredictable access to basic services. Ability to work in stressful and often ambiguous conditions.
