RESPONSIBILITIES:

Assess all new referrals for acceptance into the Budget Management program.

Conduct initial intake assessment and determine immediate needs and supports required by the client.

Establish, review and revise documentation in accordance with the “Standard Case Record System” and in consultation with the supervisor.

Maintain accurate and relevant personal records on clients (i.e. including budgets, outstanding debts, and income tax returns.)

Maintain and record accurate confidential client records, files, statistical data, and monthly reports to funders, filing, data entry, and case notes as well as assessments, progress reports, formulation of treatment plans and implementation of the treatment, consistent with program policies.

Manage finances on behalf of all budget management clients in accordance with the “Budget Management Financial Procedures”.

·         Provide assistance with budgeting, monitoring, and managing funds

·         Prepare cheque voucher requests, and ensure timely and accurate distribution of funds to promote stability and quality of life.

Identify and make personal contact with homeless persons and those at risk of becoming homeless by providing shelter through local motels for a maximum of 30 nights.

Engage in the development of inter-personal relationships that promote dignity and respect.

Communicate information on the Tenant and Protection act, and other related housing legislation.

Advocate on behalf of the client for financial issues.

Support clients to ensure accommodation is sustained (i.e. Mediation with Landlord).

Monitor appropriate behaviour; intervenes in crises, provides emotional support and advocacy as required.

Address secondary issues affecting clients who have restricted ability to maintain a permanent address and make appropriate connections and referrals to other government and community organizations.

Maintain a formal and professional connection with, and utilization of, community agencies and resources on behalf of the client.

Schedule, travel, and attend appointments with clients throughout the service area of Stratford, Perth County and St. Mary’s.

Facilitate Groups on Financial Literacy, Tenant Rights and Responsibilities.

Recommend and assist in the development of other relevant new program initiatives and workshops based on client need to address homelessness, foster housing stability and preventing eviction. 

Utilize a person-centre, inclusive, and solution-focused approach based on Housing First best practices and philosophy.

May represent The Salvation Army on related community committees and agencies as approved by the supervisor.

Perform other position related duties as required.

 

QUALIFICATIONS:

Completed more than two (2) years of Community College, preferably completed a Diploma in Business Administration – Finance or related Social Services field.

Minimum of two (2) years of prior related experience, including experience working with multi-barriered persons, front-line casework in a social services environment, budgeting;  experience in  direct counselling environments. 

Knowledge of community-based resources and experience networking with government and social service agencies. 

Knowledge of homeless issues with a sensitivity to housing barriers for high-risk population and extensive knowledge and proven ability to link with community agencies that provide support to this population

Current Non-Violent Crisis-Intervention Certification (NVCI)

Demonstrated understanding and working knowledge of Ontario Works, ODSP and the Residential Tenancies Act is required or the ability to acquire this knowledge.

An understanding of current tenant / landlord rights and practices.

Demonstrated understanding and working knowledge of financial literacy

Strong oral and written communication skills, self-motivated and disciplined

Excellent interpersonal and customer service skills

Ability to lift/move more than 10 lbs. (9kg)

Demonstrated ability to use sound judgment when making decisions and to problem solve complex cases

Must have strong skills and experience using word processing (WORD); spread sheet use (EXCEL)

Valid Ontario Class “G” Driver’s license, own vehicle and insurance; current driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required

Provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required.  The screening is secured either through the National Canadian Policy Information Centre (CPIC) or through a local police detachment.

Screening through The Salvation Army Abuse Registry.

Support for an understanding of the mission and purpose of The Salvation Army in Canada.

NOTE: Alternative combinations of education and experience may be considered

 

This is a temporary, full-time position based on 35 hours per week.   Some travel is required.  Flexibility in scheduling is required and may vary according to requirements of responsibilities; may include some weekend and evening.
