Community Living BC (CLBC) is a crown corporation responsible for arranging supports and services to adults with developmental disabilities and their families in British Columbia. CLBC is working to create communities where people with developmental disabilities have more choices about how they live, work and contribute. 

The Financial Compliance team develops, plans and performs a broad range of projects designed to assess independent service providers’ compliance with CLBC’s contractual and reporting requirements and to monitor the operation of internal financial controls.


The Role :

Reporting to the Manager, Financial Compliance, the Compliance Auditor:

  • Performs audit procedures designed to evaluate service providers’ compliance with contractual service delivery requirements for service levels
  • Designs and performs alternative procedures to form an opinion on the service providers overall compliance with contractual service delivery requirements for service levels, and funding guide submissions where records are not adequate to undertake standard audit procedures;
  • Performs audit procedures designed to evaluate the financial services team’s compliance with its internal control processes for procurement, contracting and accounting, including contract and payment processing;
  • Meets with CLBC’s senior finance staff to validate and communicate the review findings and recommendations;
  • Contributes to business process improvement within CLBC by identifying control weaknesses and opportunities to streamline financial processes and mitigate risks

This role works collaboratively and proactively within both the Financial Compliance team and the larger Finance Division, applying sound and consistent judgement throughout the duties and accountabilities of the position.


The ideal applicant is highly analytical and has a strong accuracy and attention to detail; concise communication skills; has exceptional organizational skills, and is able to prioritize assignments; as well as a strong ability to multitask and perform under pressure with strict timelines in a fast paced environment.



  • Bachelor’s Degree in Finance, Accounting or related discipline;
  • Professional accounting designation (CA, CMA, CGA)
  • Knowledge of auditing frameworks, standards and practices
  • and a minimum of 3 years of closely related work experience, preferably as an auditor or conducting compliance monitoring and testing.
  • Advanced MS Word and Excel skills.


Travel as required, approximately 20% of the time, primarily in the Lower Mainland. Occasional travel to Vancouver Island and the Interior region. Transportation arrangements must meet operational requirements of CLBC. Use of own vehicle on expenses.


Successful applicants are subject to a Criminal Record Check (Criminal Records Review Act) and are required to provide a clean Driver’s Abstract.


Classification/Salary: Financial Officer R27 / starts at $67,083 plus a temporary market adjustment of 6.6% bi-weekly (if in receipt of designation).
