 Housing First Case Manager

Type of Position: 38 Hours a Week Full Time

Location: Surrey

Housing First is a recovery-oriented approach that provides immediate access to permanent housing along with flexible, community-based services for people who have experienced homelessness. Located in Surrey, the Housing First Case Manager is responsible for providing one-to-one support to a caseload of up to 20 women and participates in case management planning, activity reporting and basic accounting for client supports as part of a team of three. This requires a sound understanding of case management, navigating complex systems and mental health concerns.


This position requires a current driver’s license and willingness to work in the community with Housing First clients which will include transporting clients, meeting clients in their home or local public setting.


Primary Purpose:

The Housing First Case Manager is responsible for direct and indirect work of planning with individuals to successfully find and keep housing.

Key Duties/Accountabilities:

  • Intake and case management duties for clients and weekly contact with them which diminishes over time as women become increasingly involved in using community resources and relationships.
  • Participating in weekly intensive case management (ICM) meetings and resolving issues as needed to ensure effective service.
  • Locating housing. Assisting women to move into and maintain housing for a minimum of two years.
  • Helping as needed to support women accessing needed resources (e.g., income supports, legal guidance, landlord meetings etc.) and pursuing their personal goals (ie., employment, education and training, social and recreational activities) as required. As needed, rehousing clients.
  • Maintaining and submitting necessary documentation, program receipts, and periodic scheduled reports.

Education and Experience:

  • A diploma in human services or related field, or the equivalent combination of education and experience totaling three years.
  • Three years previous experience in a similar environment with demonstrated knowledge of community resources. Previous experience as member of a Housing First team is an asset.
  • Must have knowledge of homelessness, women's mental health issues, substance use and addiction issues, community resources and issues related to poverty.

Skills and Abilities:

  • Good oral, written and interpersonal communication skills with proficient time management skills.
  • Knowledge of theory, principles and practices of Housing First Approach, trauma-informed care and harm reduction strategies.
  • Case management, participant interviewing skills, electronic reporting and assessment skills
