The central strategy of Programme ACCES Innovation (PAI) consists in sending Canadian (or permanent resident) technical advisors to the countries of assignment with the mandate of enhancing the technical, administrative, and financial capacities of local partner organisations. This support will help partners to innovate and create sustainable change in their communities in terms of economic development, food security, gender equality, good governance, and environmental viability.


This program promotes the development of innovative models and approaches to intervention through the support by a network of Canadian partners composed of recognised civil-society organisations, research institutions and socially responsible businesses.


Oxfam’s work in Jordan prioritizes three key areas, which define our programmes and policy influencing work: Gender justice, Economic justice, and Emergency WASH (water, sanitation, hygiene) and water governance.


The actual mandate is the result of a partnership between Oxfam-Québec and Wapikoni mobile which dates back to 2010. They collaborated in the implementation of three projects in three countries in South America (Bolivia, Peru and Colombia), aiming at producing films that reflect the realities young people through the lens of a camera. Oxfam recognizes the important work and unique approach of Wapikoni mobile which, which seeks to contribute to provide a voice to young people and build bridges, in a perspective of a rapprochement.


The purpose of this mandate is to train youth in the Ajloun governate of Jordan to produce short films along with other trainings to develop their creative skills and to empower them to take leadership roles within their community while raising awareness on the challenges they face as youth.




Under the supervision of the PAI coordinator in Jordan and in close collaboration with Oxfam colleagues (in country, regionally, and at Oxfam-Québec), the Audio-Visual Communication Advisor will perform his/her mandate to ensure the achievement of program results by providing support to partners in his/her fields of expertise  


Job description:

Conforming to the policies, procedures and norms of Oxfam, the audio-visual advisor will assume the following responsibilities :


Capacity-building of partner organisations

  • Participate in the adaptation and implementation of the Wapikoni mobile model of building technical and social skills with youth through audio-visual production;
  • Support the development of training material and present theoretical and practical workshops on different aspects of audio-visual production (idea development, direction and any other aspect deemed necessary to the project at hand);
  • Prepare a training addressing digital storytelling and how to support youth in this process;
  • Lead initiation workshop on camera and sound recording;
  • Train and provide technical assistance to participants in sound recording, camera, editing, music recording and narrative within a concrete project of short film;
  • Supervise and organize shooting schedules;
  • Manage musical and sound recordings with Protools or Logic;
  • Management of all production equipment (proper use, maintenance);
  • Consolidate and document training strategies that have had the best results with young Jordanian and Syrian filmmakers;
  • Assist local partners to participate in awareness campaigns, dialogue spaces and expertise networks supported by Oxfam.


Oxfam Support 

  • In close collaboration with the communication team of Oxfam in Jordan, support the production of video, photography or publicity for Oxfam initiatives;
  • Support the PAI team in their outreach to the Canadian public;
  • Assist the team to identify alternative and innovative distribution methods.



  • Support partner organisations in quantitative and qualitative evaluation of results;
  • Coordinate reporting of results at the level of Oxfam programmes in the country according to the established norms;
  • Contribute to the development of the expertise network in audio-visual communication;
  • Contribute to the documentation of learnings and innovations developed by Oxfam and their partners (approaches, lessons learned, best practices, case studies, etc.);
  • Participate in development efforts in Canada during and after the overseas mandate by contributing to public outreach activities about the program, its projects and partners, through testimonials, life stories, photos, quotes, etc.





Canadian citizen or permanent resident



Diploma in communications, cinema, creative writing or any other pertinent field.



  • At least three years of pertinent experience
  • Work experience in a multidisciplinary team
  • Work experience with the Wapikoni mobile methodology (asset)
  • Work experience with youth (asset)
  • Work experience in international development or humanitarian (asset)


Work experience in the MENA region is an asset.



  • Very good knowledge of techniques in camera, lighting, sound recording, editing and script writing
  • Ability to train and work in a team
  • Experience in training and group facilitation
  • Demonstrate leadership and dynamism
  • Organizational and logistics skills (coordinate shooting and editing schedules, etc.)  
  • Ability to initiate and facilitate the creative process with inexperienced participants
  • Adaptability (to cultural differences, to working in a remote and tense area with variable hours)
  • Can work under pressure and meet strict deadlines
  • Ability to handle uncertain situation with ease
  • Knowledge of the principles of gender equality and basic human rights


  • Mastery of the Microsoft Office 2010-2016 suite
  • Mastery of the Final Cut Pro suite
  • Mastery of the main tools used in audio-visual production, such as Resolve, Audacity, and Inkscape.


  • Written and spoken English
  • Working knowledge in French
  • Spoken Arabic (asset)
