The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Program Officer (Pakistan, Nepal, Myanmar).


Under the direction of the Program Managers Afghanistan & Pakistan, and Asia, the Program Officer is responsible for supporting Canadian Red Cross (CRC) projects and Movement recovery operations.


The position will support the development, implementation, monitoring, reporting, and administrative responsibilities of the programming, including support to project design and proposal development, financial tracking, delegate deployments and information management.


All actions undertaken by the Program Officer are guided by CRC’s Mission, Vision, the Fundamental Principles and the International Operations strategy.





Program Management Support consistent with Global Programs’ plans

  • Supports the development, management, implementation and monitoring of the CRC’s portfolio of activities to a high level of quality and accountability standards, including project expenditure and budget compliance.
  • Supports the development of Project Implementation Plans and Annual Operational Plans as well as assessments and evaluations.
  • Provides Head Quarters’ support to field activities and structures as required.
  • Provides updates to CRC units as required.
  • Develops program related documents and supports the management and reporting requirements.
  • Reviews and analyzes monthly financial report, monitors progress of financial expenditures and provides the PM with an overview of his/her analysis; flagging issues for PM consideration.
  • Compiles briefing notes for management on relevant progress and issues.
  • Maintains an effective program/project filing system, preparation and management of correspondence.
  • Liaises with Program Quality, Learning Unit to ensure compliance with best practices in Program Monitoring and Evaluation and Reporting.
  • Maintains strong networks and relationships within the CRC, the RC Movement and other members of the humanitarian community.
  • Undertakes field missions as required.
  • Liaises with ERT to provide information and support completion of documents for Disaster Relief Emergency Fund (DREF) and appeals.
  • Based on the HR needs and requirements identified by the PM, the PO is responsible to draft HR requisitions and terms of reference for staff or consultants as per program/project requirements and in liaison with relevant support departments.
  • Ensures the appropriate orientation of incoming delegates, staff or contractors in coordination with HR and other relevant support departments.
  • Drafts abstracts/posters/promotional materials for CRC participation in conferences or public events, in coordination with CRC Public Affairs and other relevant support departments.


Program/project Development and Support

  • Supports the development of appropriate project management documents and tools (logical framework analysis, reporting matrices) as directed by Program Manager.
  • Supports the budgeting, reporting, implementation and evaluation of the program.
  • Supports the unit in the setting of priorities and planning of activities. Integrates lessons learned from past and ongoing operations to new programming and in the project strategy as needed.
  • Maintains a constant monitoring of evolving political, social and security issues, program challenges and threats and makes recommendations; ensures measures for risk management and mitigation are in place.
  • Provides close support to field personnel; reviews contracts for delegate housing, transportation, and other requirements and ensures timely execution of contracts to ensure program implementation.
  • Prepares financial and narrative progress reports.
  • Develops program/project budgets, reviews expenditures regularly to ensure that programmes/projects are operating within approved annual budgets.
  • Briefs and supports the effective management of relations and/or programming partnerships with National Societies, the IFRC, the ICRC and Partner National Societies.
  • Prepares recommendations and associated plans for presentation to Program Manager and Senior Management in the Global Programs and Emergencies & Recovery.
  • Conducts appropriate background research.
  • Identifies opportunities for the CRC within the context of the program plan and consistent with CRC strategic objectives.


Overall Department Support

  • Provides back-up to colleagues.
  • Participates in the development and dissemination of operational policy frameworks for International Operations.
  • Fosters team work through a professional exchange of experiences and expertise that can be transferred to other programs/regions and by participating in inter-departmental tasks as assigned by Head of Region Asia or the Program Managers.
  • Ensures sharing and dissemination of program related materials to all concerned actors in the team and with the Canadian Red Cross Society.
  • Informs the PM and/or Head of Region Asia of emerging concerns on any areas under his/her scope of responsibility or that can affect the programs or team work and makes recommendations accordingly.
  • Follows all CRC’s policies and procedures required to maintain a healthy and safe working environment.
  • Contributes to a healthy and safe working environment.





Education and Experience

  • Bachelors Degree in International Development or comparable related degree.
  • 3-5 years experience in development, early recovery and/or emergency program environments.
  • Experience in program/project research and development.
  • Proven financial, budgeting and project management skills including attention to detail and working with tight deadlines.
  • Previous Red Cross experience in development programming a strong asset.


Skills and Abilities

  • Strong written and oral skills in English are essential; French or other language strong asset.
  • Strong Microsoft Office package skills.
  • Proven analytical and problem-solving skills.
  • Self starter and able to work in an environment with ambiguity.
  • Ability and willingness to travel.
  • Proven ability to be a supportive and productive team member.





Duties are principally conducted at the National Office of the Canadian Red Cross in Ottawa, or remotely at times.  Periodic travel to country operations may be required.  While the majority of the work is performed in an environment which is mostly clean and comfortable, field missions can involve working in environments that are unstable and with unpredictable access to basic services.
