The Federation of Canadian Municipalities (FCM) has been the national voice of municipal government since 1901. With almost 2,000 members, FCM represents the interests of municipalities on policy and program matters that fall within federal jurisdiction. Members include Canada's largest cities, small urban and rural communities, and 18 provincial and territorial municipal associations. FCM’s offices are located in downtown Ottawa, housing approximately 200 staff and another 100 overseas.

Major Purpose:

Provides senior human resources expertise to the Federation in all areas of human resources including; recruitment, program and policy development, employee relations, performance management, training and development. Researches and conducts analysis on a variety of HR programs to stay abreast of current trends and best practices, ensures compliance and recommends improvements to increase effectiveness of existing programs, policies or procedures. Research, draft and implement new HR programs, practices, policies and procedures. Responsible for training and development initiatives including creating a training strategy, identifying and assessing training requirements, researching & recommending service providers and/or courses, budget management, logistics and approval of external training taken by staff. Works with directors, managers and employees to implement new programs and policies, informs, educates or interprets HR programs, policies and/or procedures, and facilitates the resolution of employee relations issues.


Key Responsibilities:

  • Responsible for the recruitment of all levels of positions at FCM including: working with business lines to identify and plan staff requirements; quality review and revision of job descriptions, job postings and advertisements, screening of resumes, preparation of interview questions, briefing managers, lead interviews and selection panels, complete references, and responsible for salary negotiations at time of hire.
  • Responsible for managing FCM’s training and development needs; including consultation, needs analysis, research, strategy development, development of internal training programs, working with external providers to develop custom programs to meet larger FCM audience needs, budget management, approval of all external courses and continuing education taken by staff. Conducts follow-ups to determine program success for future use.
  • Provides advice and expertise on a variety of complex HR matters and/or situations including working with supervisors on managing employee performance issues, creating performance improvement plans and letters, leading complex and often difficult employee discussions and conducting employee terminations.
  • Researches, designs, and writes new or modified HR policies, programs and processes to ensure responsiveness to business priorities; including consultation, needs identification, research, design, writing and implementation. Liaises with potential external suppliers for quotes and requests for proposals, develops supporting policies, creates an overall implementation plan including the development and delivery of internal training, information sessions and organizational communications.
  • Manages the employee engagement survey process by working with an external supplier, finalizing the survey, communicating and following up with all staff, analysis and reporting on results, and action planning follow-up including facilitating employee session.
  • Conducts exit interviews, develops reports identifying significant issues and makes recommendations for improvements in business practices to ensure retention and engagement of staff.
  • Responsible for FCM’s 360 Feedback program; works with the Human Resources Officer to administer the program, creates and analyses reports, presents feedback to senior staff, follow-up, and development of action plans as needed.
  • The HR Business Partner will spend an estimated 60% of their time on recruitment initiatives; and 40% on HR generalist-type work.

Knowledge & Experience

  • Requires advanced knowledge and experience in Human Resources Management and an in-depth knowledge of HR programs, policies and processes, typically acquired through a university degree in business administration or other human resources management program, and 5-7 years progressive work experience in a generalist role including the following areas: employee relations, policy and program development, and learning and development. Requires a minimum of 4 years’ experience in recruitment.
  • A professional accreditation is preferred, however working towards the certification is required (i.e. CHRL);
  • Sound knowledge of the Ontario Employment Standards Act and Human Rights Act is required;
  • Proficiency in the use of Microsoft Office; Outlook, Word, Excel, & PowerPoint;
  • Ability to communicate clearly and with ease with staff and external resources (verbal and written), handle conflict and manage stressful situations.
  • Ability to maintain confidentiality, discretion and tact when dealing with sensitive issues and information.
  • Must exercise a high degree of judgment and initiative to deal with diverse/complex issues
  • Proven analytical experience and problem solving with strong attention to detail. Well-organized and able to respond to shifting priorities, while meeting deadlines.
  • Experience with conducting research on HR related issues and developing recommendations.
  • Proven client service skills with the ability to build relationships with all levels of employees.
  • Self-motivated, professional and flexible, with the ability to work independently and as part of a team.
  • Good facilitation and coaching skills; experience delivering training programs.

Language Requirements:

  • Superior oral and comprehension skills are required in both official languages (English and French).
