Reporting to the Global Programs Senior Manager, Advisors,  Gender Equality & Diversity Advisor will effectively champion, integrate and mainstream gender equality and diversity considerations into the design and delivery of international programs in longer term and emergency response contexts., This will involve working with a range of individuals and teams within the CRC and in partner Red Cross Red Crescent organizations to effectively design, implement and monitor gender integrated measures in our programs.

 

 

RESPONSIBILITIES

 

Gender Equality and Diversity (GED) capacity building for International Operations (IO)

  • Build CRC IO training program and curriculum for basic GED Training, and program-specific GED Training.
  • Develop and deliver ‘Training of Trainers’ approach for CRC GED Training.
  • Collaborate with CRC Advisory and support units to fully integrate GED into technical support approaches. This includes reviewing existing tools, policies and approaches and co-creating innovative approaches.
  • Build CRC capacity to integrate GED within its internal systems through policies, training, development of practical tools adapted to field realities, and strategic planning.
  • Support operational teams, Regions, and National Societies to address GED within their programming, especially within disaster preparedness and response, health initiatives, and capacity building projects.
  • Support and co-chair the GED Committee in their mandate to continue to advance and develop CRC mainstreaming and integration of Gender & Diversity.
  • Enhance the knowledge base on GED within the CRC IO through support to evaluations, lessons learned reviews, case studies, monitoring, etc.
  • Engage with the Global Relations & Humanitarian Diplomacy Team to map potential policy/ advocacy issues linked to gender and diversity and CRC operations.
  • Increase CRC advocacy and influence on humanitarian action for child protection and health of women and children through participation in inter-agency working groups and events, global health conference, development of advocacy documents, and development of partnerships.

 

Technical support to Global Programs and the Emergency Response Team

  • Work with various Program and Emergency Response teams to provide practical, field-applicable technical advice aimed at integrating gender equality and diversity best practices into the design, implementation, monitoring and on-going performance assessment on both a responsive and proactive basis.
  • Contribute to collecting and sharing lessons learned on gender equality and diversity to compare and contrast in various regions.
  • Review results of baselines and adjust gender analysis and strategies, and provide inputs into the logic model, PMF, M&E plan, and program budget.
  • Take part in field assignments aimed at designing, supporting or evaluating programs with specific ToRs established. During these deployments, the Advisor will be reassigned to and fully integrated into a project team.
  • Provide implementation support to partners in field, including training and roll out plans.
  • Participate in project missions as required, in collaboration with the PGI team.

 

Proposal Development Support

  • Work with the Business Development and Program teams to provide context based gender analysis, and contribute to other technical analysis (economic, policy, social, environmental) required for the project design.
  • Assess the institutional gender equality capacity of partners and key stakeholders to represent women’s empowerment and gender equality issues.
  • Draft project or program gender equality strategy for CRC operations based on evidence and analysis of the context.
  • Integrate the key findings of the gender-based analysis in each outcome of the project’s design.
  • Provide practical input and advice on expected results at intermediate and immediate levels in the Logic Model.
  • Provide input into defining, collecting, and analyzing sex disaggregated baseline; define gender sensitive and sex disaggregated indicators and targets for the draft Performance Measurement Framework.

 

 

QUALIFICATIONS

 

  • Masters degree in Gender or Women’s Studies, International Development, Political Science or Public Health with a focus on gender equity and equality.
  • Minimum eight(8) years experience working on specifically mainstreaming gender equality issues, preparing gender analysis and strategies, working with social inclusion, child rights, youth and adolescents, disabled and elderly.
  • Experience as a facilitator / trainer and designing and delivering training to staff and overseas partners;
  • Strong experience with programs funded by Global Affairs Canada, especially International Humanitarian Assistance.
  • Program management and implementation in developing country desired.
  • Strong knowledge and experience in capacity development for disaster preparedness and response.
  • Strong knowledge and experience of gender considerations in disasters and humanitarian contexts, such as water and sanitation, shelter, health in emergencies, conditional cash transfers.
  • Proven knowledge and experience in results based management.
  • Experience in gender mainstreaming and organizational capacity building.
  • Strong leadership, team building, negotiating, influencing and relationship building skills.
  • Excellent communication and analytical skills are required.
  • Strong negotiating, influencing and relationship building skills.
  • Excellent oral and written skills in English and French mandatory, Spanish an asset.
  • Ability to solve complex problems.
  • Ability to adapt to changing circumstances in a fast-paced environment.
  • Knowledge of the Red Cross Red Crescent Movement and knowledge of the Canadian Red Cross Society’s Domestic operations is a definite asset.

 

 

WORKING CONDITIONS

 

  • The majority of the work is performed in a clean and comfortable environment
  • May include long to moderate hours sitting and using computers and office equipment.
  • Ability to work non-traditional hours on short notice.
  • Ability to work in stressful and often ambiguous conditions.
  • This position requires domestic and extensive overseas travel. Field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts and requiring very strict adherence to security regulations.
  • Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria.
  • Successfully complete a Canadian criminal record check and vulnerable sector check.
  • The position will be office-based in Ottawa for a minimum of 3 months, with the possibility to transition to a mobile worker based on level of required travel.
