Employee Relations is a part of the Thunder Bay C.A.R.S. ministry and provides service for the Centre’s most valuable asset: its employees. Employee Relations supports the Administration Office, the Directors and the Management Team to provide a high quality of service to all prospective, current and former employees. There are a number of administration functions with a wide range of ER functions while the emphasis will be on payroll, benefit administration, record keeping, remaining current with respect to the Employment Standards Act, Health & Safety, and Policies and Procedures for Employee Relations and keeping Thunder Bay C.A.R.S. up- to-date and current.


This is a permanent full-time position.  This position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation. Salary is based on average minimum weekly hours of 37.5 per week and hours worked are compensated through the annual salary amount.


Some travel may be required.  Normal hours of work: 8:30 a.m. to 4:30 p.m. Monday to Friday and includes a ½ hr. unpaid meal break.


The incumbent is responsible as a group/work leader and provides supervision to the

Employee Relations Administrative Assistant.




Ensure that all aspects of work are completed in accordance with the principles, standards and policies & procedures of The Salvation Army Thunder Bay C.A.R.S.

Prepare and maintain reports, correspondence and other documentation that is necessary to carry out Employee Relations functions.

Attend C.A.R.S. Staff and Management Team meetings as required.

Review policies and procedures relating to human resources

In consultation with the Executive Director develop and implement HR policies. 

Assist the Executive Director with ER requirements specifically projects, reports and staff training.

Develop, maintain, update and disseminate the employee handbook

Communicate regularly with the Executive Director regarding the activities of Employee Relations Department.

Liaise with Ontario Great Lakes Divisional Employee Relations regarding HR related matters as required. 


Position Descriptions/Recruitment/Selection/Orientation:

Review position descriptions on an annual basis, with the appropriate manager/director, to ensure they articulate the most important outcomes needed from a particular position

Responsible to oversee the recruitment of personnel for all programs (including job postings, pre-screening, interviewing, reference checks through to notifying all applicants of results of selection process), maintain accurate records of this process and ensuring that all policies and procedures are followed

In conjunction with managers and/or directors, is responsible for the creation of all interview questions, ensuring relevance to the position and that questions meet all legislated guidelines 


Compensation/Benefit Administration:

Ensure rate increases are reviewed annually and are compliant with pay equity based on The Salvation Army Ontario Region Salary Scale; rate increases are processed as approved.

Conduct employee benefit orientations and other Benefit/RRSP training, as needed.

Responsible to ensure that all employee documentation for Employee Group Benefits and/or Retirement Savings Plan is submitted to Territorial Headquarters in a timely manner

Answer employee routine inquiries regarding employee group benefits and the RRSP.

Complete required paperwork for Early Intervention/LTD.


Payroll/Time Attendance:

As requested prepare, and ensure that all employee personnel change forms have been processed through Divisional Headquarters for approval as required.

Maintain and file all associated payroll documentation

Review payroll register upon receipt; respond to inquiries from staff regarding payroll matters

Assist with the annual preparation of the Payroll Budget.

Ensure that the Employee Relations Administrative Assistant maintains and audits employee vacation and sick time in UltiPro.  In conjunction with managers/directors, monitor the use of sick time.


Performance Management/Reviews:

Ensure steps in the performance management policy are adhered to and suitably utilized; provide advice and guidance to managers/directors in this regard.

Participate in disciplinary/termination meetings as required.

Assist management in preparing required information, notification and approvals for termination of an employee when applicable as approved by Executive Director or designate.

Ensure Staff Performance Appraisals are completed as required by Managers/Directors.


Health and Safety:

Supervise the Joint Health and Safety Program and participate as an active member of the Joint Health and Safety Committee.

Responsible to maintain a level of competency and understand Sections 25 and 26 of the Occupational Health and Safety Act (OHSA) 

Ensure that the measures and procedures prescribed (OHSA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.

Implement and coordinate all employee Health and Safety training and information sessions for all employees; including orientation for all new employees.

Monitor compliance with health and safety legislation, provide advice, make recommendations and improvements, and assist with the development of company policies/guidelines/handbooks as it relates to health and safety.

Ensure that proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations when required.

Ensure the steps outlined in the Early and Safe Return to Work Program are followed for employees returning to work after an injury or illness (occupational or non-occupational)


Training and Development:

In conjunction with Management Team develop and publish an Annual Training Calendar and schedule participants into training sessions.

Ensure that all materials required for in-house training are prepared in advance.

Perform other position related duties as required.



Degree or Diploma in Human Resources plus at least three (3) years working experience in the Human Resources field preferably in a Not-for-Profit setting.


Strong knowledge of relevant government legislation and Health & Safety Standards


Supervisory/management skills and the ability to lead coach and motivate


Self-directed with an ability to work cooperatively with other managers, community partners and to create a working climate that is positive and mutually supportive


First Aid/CPR and Non-Violent Crisis Intervention training required or willing to obtain.


Excellent computer and database skills (particularly Excel, Word, Internet and Access); ensuring accuracy and attention to detail


Self-directed with strong organizational skills and the ability to complete assignments and meet deadlines.


Pleasant and courteous disposition


Foster teamwork, work cooperatively and effectively with others, resolve problems and work independently when necessary with minimal supervision. 


Be able to lift/move up to 20 pounds as required.


Build relationships, establish, and maintain positive working relationships with others.


Ability to communicate effectively


Demonstrate a willingness to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.


Understand ethical behaviour and business practices, and ensure that own behaviour and the behaviour of others is consistent with these standards and aligns with the values of the organization.


Valid Ontario Class “G” driver’s license, clean original copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.


Provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation


Army, in its sole discretion, is required.  The screening is secured either through the national Canadian Police Information Centre (CPIC) or through a local police detachment


Be able to obtain clearance through the Enhanced Reliability Screening through Corrections Canada.


May requires screening through The Salvation Army Abuse Registry.  


Immunization for Hepatitis B and Tuberculosis screening


Support for and an understanding of the mission and purpose of The Salvation Army in Canada.
