CARE Canada is currently seeking an Emergency Response Specialist – Monitoring and Evaluation.

 

CARE is committed to meeting the urgent life-saving needs of women, men, girls and boys affected by disasters and conflict, consistent with CARE’s humanitarian mandate.  Humanitarian and emergency response are core to CARE’s programming and global identity in fighting poverty and to strengthen CARE’s global capacity to deliver high quality programming in key technical sectors with a focus on women and girls. CARE experience has shown that capacity is often stretched beyond its limits by humanitarian disasters and conflict, and that additional senior staff resources are needed to provide program, operational and program support leadership to ensure a timely, quality and effective response and to reduce financial and operational risks.  In support of CARE’s Humanitarian Strategy, CARE International is investing in a standing Rapid Response Team, whose members spend up to 65% of their time deployed to the field.  Due to the nature of the work, demands are fast-paced and unpredictable.

 

Program monitoring and evaluation is an integral foundation of any effective humanitarian response.  The Emergency Response Specialist - Program Monitoring and Evaluation will be deployed (including in hardship high - risk locations) to provide guidance and advice to Country Offices’ program teams ensuring high quality monitoring and evaluation across CARE Canada’s emergency response activities; this to be able to measure impact, track performance against targets and objectives set at the onset of the response.  The Specialist will also ensure CARE International RRT’s representation and active participation in the CARE International Monitoring, Evaluation & Learning group, and where appropriate, partner with and support other CARE offices.  The M&E specialist will play a key role in ensuring proposals incorporate the most current approaches to monitoring and evaluation, while also ensuring best practices.

  

Key Responsibilities and Tasks

 

  1. Monitoring and Evaluation Technical Assistance (65%)
  • When deployed to Country Offices, identify strengths and weaknesses in existing data collection and management systems and build M&E capacity accordingly and in coordination with CARE International’s M&E technical lead.
  • Guide and advise on the development of gender transformative monitoring and evaluation plans to address the progress of humanitarian assistance.
  • Provide technical support and oversight to ensure quality implementation of CARE Canada’s M&E strategies using the most up to date SMART metrics, rigorous quantitative and qualitative data collection and analysis.
  • Identify innovations and improvements to enhance effectiveness of the M&E frameworks and systems including gender equality and women’s empowerment during emergencies.
  • Maintain strategic overview of issues around impact and evaluation by researching and monitoring trends in external environment and networking with relevant external organizations.
  • Help foster a “culture of evaluation” and contribute to CARE’s capacity and efforts around organizational learning and knowledge management.
  • Ensure systems for dissemination of project related M&E materials.
  1. Monitoring and Evaluation Capacity Building (20%)
  • Support and mentor M&E officers and staff in Country Offices both in the field and remotely and as required.
  • Conduct field staff training to support the implementation of the M&E Strategy and related systems, processes and tools and ensuring gender equality and women’s empowerment approaches.
  1. Other duties as required (LoE: 15%)

Required:

  • Minimum of 5 years of active M&E work experience in development or humanitarian programming required.
  • Demonstrable practical expertise in developing project/programme performance indicators for social-impact programming. Expertise in development and humanitarian sector practices – logic models, indicators, theories of change, outcome mapping/harvesting.
  • Strong analytical and research skills, including the ability to process large amounts of information, extract critical analysis and distribute it appropriately.
  • Knowledge and experience of donor reporting, in particular for projects operating at multiple sites.
  • Solid understanding of the role of M&E in meeting demands for learning, accountability, management information, social accountability and performance/effectiveness for a humanitarian NGO.
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products.
  • Experience with a range of institutional donors.
  • Computer literacy, including word processing, presentation and analytical software.
  • Demonstrable proficiency in developing and / or managing impact and evaluation methodologies in complex settings.

Desired:

  • Experience in CARE humanitarian operations
  • French and Spanish language skills (written and spoken) are highly desirable.

  • Effective interpersonal and influencing skills, including the ability to build relationships, network, communicate are essential.
  • Commitment to local capacity building and the ability to engage local stakeholders in the M&E system design and implementation.
  • Commitment to gender equality and women’s empowerment.
  • Excellent verbal and written communication skills in English and preferably one or more additional languages.
  • Capacity to work in a multi-cultural environment as part of a team.
  • Strong facilitation and interpersonal skills and understanding of how these skills can be applied to the planning, delivery and evaluation of M&E activities. Ability to build strong working relationships internally and externally.
  • Ability to deal with complexity

Creative and solutions oriented education & training:

Required

  • Undergraduate degree in international development or humanitarian assistance and/or combination of relevant work and education related experience.

Desired

  • Second language – French or Spanish
