Job Summary: The Progressive Intercultural Community Services Society (PICS) Technology, Health and Education Sectors Foreign Credential Recognition Loans Project (THE FCR) has been specifically designed to address particular barriers to employment faced by internationally trained immigrants, by offering career and financial counselling and support services to achieve the following objectives:

  • Contribute to developing fair, transparent, consistent and timely foreign credential assessment and recognition capacity
  • Develop and strengthen Canada’s foreign credential assessment and recognition capacity
  • Contribute to improving Labour market integration outcomes of internationally trained individuals in targeted occupations and sectors

The Program Coordinator will oversee and participate in the delivery, supervision, administration, and reporting of the project. 

Duties and Responsibilities:

  • Coordinate the delivery of THE FCR project within the delegated authority
  • Assist in the procurement and maintenance of capital purchases, resources, and furniture for the project
  • Network with Vancity Credit Union in securing loans for the clients
  • Liaising with the employers in the technology, health and education sector
  • Liaising with our partners in this project (ASTTBC, BCPLAN and Vancity Credit Union)
  • Part of the overall PICS WorkBC team and will provide support and services to all WorkBC Centers throughout Metro Vancouver
  • Coordinate the marketing and promotional activities for the programs including the distribution of flyers and brochures, community agencies, organizations and WorkBC Centers
  • Ensure that the assessment and occupational goal set by the Career and Financial Counselor is aligned with the occupation or alternative related occupation of the client
  • Prepare activity reports for funders and management; oversee the Administrative and Financial Assistant in preparing participation and follow up reports
  • Recruit, screen, and assess participants for program suitability and eligibility for the Program
  • Conduct an appropriate assessment of participants’ barriers, skills, education, experience, motivation, and employment readiness by using relevant assessment tools
  • Conduct one on one sessions with participants on a regular basis to determine progress, troubleshoot and assist the participants in seeking solutions
  • Closely monitor participants throughout the loan securing and training phase
  • Conduct evaluation of the delivery of services and monitor the quality of client documents to ensure program standards are maintained
  • Connect participants with appropriate community resources
  • Attend staff meetings and development workshops as required
  • Perform other job-related duties as assigned


Education, Training and Experience

  • Bachelor Degree in a related discipline and/or equivalent combination of experience and education may be considered.
  • A minimum of 2 years of experience in coordinating a program funded by the provincial or federal government
  • 2 years’ experience working in employment services, specific experience in working with internationally trained professionals
  • Hands on experience in dealing with program budget
  • Certified Career Development Practitioner (CCDP) designation a definite asset

Job Skills and Abilities

  • Fluent in English; fluency in a second language (Punjabi, Hindi or Urdu) is desirable
  • Knowledge of counselling approaches, educational methodologies, and employment placement strategies
  • Knowledge of local labour market issues
  • Competence in networking and building relationships with various stakeholders.
  • Outstanding leadership skills
  • Excellent verbal and written communication skills in English.
  • Proficient in the use of the Microsoft Office Suite and Social Media - Twitter, Facebook, LinkedIn, WhatsApp, website etc.
