The Clinical Lead (RPIC) is an exciting opportunity for an experienced nursing professional to provide clinical supervision and coordination for new Supervised Consumption Services (SCS), currently in the planning stage for Calgary. Reporting to the Director, Harm Reduction Services, the Clinical Lead is responsible for the development and delivery of clinical services in a supervised consumption setting. Based in the principles of harm reduction, SCS are innovative, low-barrier, non-stigmatizing services providing a safe, hygienic space for people to use substances. These services prevent fatal overdose and respond to non-fatal overdose, prevent transmission of communicable diseases and increase access to wraparound supports and treatment.

 

This is a full-time position (35 hours a week), located in the Calgary office, working Monday to Friday.  A flexible schedule and ability to work evenings and weekends is required. Candidates must be willing to learn how to operate a Class 4 vehicle. A criminal record check, including vulnerable sector check, and a driver’s abstract will be requested.

 

Key Accountabilities

Leadership

  • Support the development of policies, standards and protocols and ensures they are up-to-date and relevant
  • Evaluate the effectiveness and appropriateness of services according to quality indicators in collaboration with people who use drugs, community partners, other leadership personnel and staff
  • Support the development of administrative practices to ensure a coordinated system
  • Provide leadership and clinical supervision to a team of nurses and social workers delivering SCS services
  • Ensures team members’ key accountabilities are evaluated and renewed on an annual basis.
  • Identify and coordinate ongoing professional development needs of all team members
  • Ongoing monitoring and support of program budgets, staff needs, the work environment and relevant risks ensuring appropriate resources are in place

Program Delivery

  • Act as the Responsible Person in Charge (RPIC) for exemption to the Controlled Drugs and Substances Act through Health Canada
  • Coordinate scheduling, leads clinical team meetings, coordinates internal communication and decision making among team members
  • Define program strategies, priorities, best practices and resource requirements.
  • Ensure mechanisms are in place for regular client feedback
  • Oversee the gathering of statistical information and record keeping, as per established evaluation format
  • Ensure the maintenance of SCS services, ensuring all equipment and supplies are stocked and ordered as needed
  • Occasional direct service provision, emergency overdose and medical response as necessary with a harm reduction approach regarding safe consumption techniques

Partnership Development

  • Develop a network of service providers & referral pathways serving the targeted population
  • Liaise with health agencies, program managers and clients to ensure streamlined coordination of a continuum of care across the system that meet the community’s service plan requirements
  • Maintain key relationships with integral community partners, with a focus on harm reduction, HIV, hepatitis C and sex work
  • Foster partnerships with other community organizations and opportunities for community engagement

Program Development, Evaluation and Reporting

  • Ensure evidence based programming is developed on the basis of research in harm reduction, HIV, hepatitis C and sex worker support, promising practices and related counseling techniques
  • Support the implementation of outcome evaluation processes and procedures
  • Compile qualitative and quantitative statistics and reports throughout the year
  • Develop and maintain feedback informed systems of service delivery for quality assurance purposes
  • Complete monthly internal agency reports

Qualifications/ Key Competencies

  • A minimum of a Bachelor’s degree in Nursing from an accredited nursing program.
  • Active registration and practice permit with the College and Association of Registered Nurses of Alberta (CARNA), or working toward this if from out of province.
  • 3-5 years of experience in a clinical harm-reduction based nursing setting.
  • 3-5 years of experience providing leadership and coaching to a diverse, multidisciplinary team.
  • An understanding of harm reduction principles and experience working with individuals with substance use and mental health issues is essential.
  • Previous experience working in a supervised consumption setting is considered an asset.
  • Demonstrated ability to creatively problem solve and work with staff and clients to achieve mutually beneficial outcomes.
  • Demonstrated commitment to patient-centered health care service provision.
  • Excellent at working in a dynamic, fast-paced environment.
  • Works well under pressure and stressful situations.
  • Experience in health promotion considered an asset
  • Ability to function independently.
  • Demonstrated application and knowledge of current research.
  • Current valid Alberta Driver’s License.
