Reporting to Haiti Country Representative, the Finance and Administration Delegate will be responsible for providing efficient financial, human resources, logistic, and administrative services for the CRC delegation and projects in Haiti.

 

 

RESPONSIBILITIES

 

Finance:

  • Manage the funds and financial assets of the delegation; this will include cash flow and cost control management as well as the management of the payments, treasury functions, working advance management, bank signatory and payroll functions;
  • Monitor delegation budgets and expenses and address variances;
  • Provide regular financial updates to the CRC Finance Manager in Ottawa, Haiti Country Representative and Field Operations Manager;
  • Coordinate and provide support in the development of a delegation budget and financial plan as well as project budgets and forecasts;
  • Under the supervision of the Country Representative, draft, negotiate and control the issuing of contracts on behalf of the delegation, with the advice of local lawyers and in-house legal counsel at headquarters, as appropriate;
  • Compile accurate, regular and timely financial reports;
  • Review and approve the finance sections of funding proposals for donors or headquarters.

 

Human Resources (HR):

  • Supervise overall HR activities including recruitment, performance evaluations and training, as required;
  • Manage preparations, signatures and records of contracts for local staff following HRCS procedures;  
  • Arrange insurance for the staff and property of the delegation as well as for programme goods and activities;
  • Train, support and advise delegates in financial and administrative matters.

 

Logistic:

  • Manage logistic for existing resources such as assets/inventory items, office/guesthouse facilities, motor vehicle fleet, etc., estimate new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and service;
  • Supervise preparation of lease contracts, contracts with suppliers and any other contract issued by the delegation;
  • Provide logistical planning support to CRC staff and partners regarding duty travel, travel authorizations (visa), security clearance, accommodation (hotel booking), and expense claim;
  • Support logistical and administration aspects of organization of workshops, trainings and other events;
  • Manage the computer and related office equipment in the delegation as part of the assets register.

 

Other duties:

  • Manage the financial and administrative aspects related to transitional activities. This will include the scaling down of operations and / or closing of offices, the establishment of systems of internal controls and finance functions in new offices or areas of operations and participation in activities capturing lessons learned related to the closing and opening of offices and programs;
  • Ensure compliance with the Canadian Red Cross financial, procurement policies and rules and regulations;
  • Ensure full compliance with CRCS policy, including security protocol, Code of Conduct and Health and Safety practices;
  • Manage relationships and cooperation with Red Cross / Red Crescent movement and external partners.

 

 

QUALIFICATIONS

 

  • University degree in commerce, accounting, or related field.
  • Professional accounting designation preferred.
  • Minimum of 5 years relevant work experience.
  • Previous international work experience in a developing country preferred.
  • Demonstrated experience in all phases of the accounting cycle; development of budgets and forecasts; financial analysis and report preparation; and planning and conducting audits.
  • Demonstrated experience in logistic, procurement and human resources matters.
  • Demonstrated ability to work in high stress and complex environments with minimal supervision.
  • Strong commitment to the Principles of the Red Cross Red Crescent Movement. Previous experience in the Movement considered an asset.
  • Strong initiative, diplomacy, flexibility, attention to details and sound decision-making skills are required.
  • Excellent verbal and written skills in French are required with a strong preference for fluency in another language, i.e. English and Haitian Creole. Language testing will be administered.

 

 

WORKING CONDITIONS

 

This is an unaccompanied position based in Port-Au-Prince, Haiti with some travel in the region required. Some areas of the country lack basic infrastructure and social services.  CRC supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety.
