The Federation of Canadian Municipalities (FCM) is the national voice of municipal governments, representing the interests of cities and communities with the federal government. FCM’s Strategic Plan calls upon FCM to work collaboratively to: a) expand national understanding and support of the role local governments play in meeting national objectives; b) shape the national agenda by influencing decision-makers and opinion-leaders to ensure that the interests of municipalities are met or exceeded; c) build capacity and knowledge, thereby encouraging initiative and innovation, which in turn helps local governments rise to the challenges they face; and d) share its knowledge and experience on the world’s stage, so that others may improve the quality of life in their communities.


The Policy and Public Affairs department integrates three functions that are central to the fulfillment of FCM’s mandate: Outreach & Engagement, Policy & Research and Communications & Events. The team operates in real-time, responding to fast moving political events and policy opportunities. Our influence and relevancy is built on the quality and depth of our work, but also how deeply it is informed by our members who represent over 90% of the Canadian population. The department provides policy, advocacy and communications support to FCM’s National Board of Directors, Standing Committees and Forums, including the Big City Mayors’ Caucus, and develops national advocacy and engagement strategies with internal and external partners including FCM member municipalities.


Major Purpose:


The Member Relations Advisor is responsible for developing and implementing membership renewal and recruitment campaigns, while also providing oversight of the membership and non-member database. The Advisor is responsible for all facets of membership renewal and recruitment, ensuring that the annual cycle is conducted effectively and generates the anticipated revenues.   The Advisor supports the Member Relations Committee of the Board, developing reports, memos, and presentations.



Key Responsibilities:

  • Plans and implements membership recruitment and retention campaigns to reach FCM’s annual revenue goals and objectives
  • Provides oversight of the membership and non-member database, ensuring that individual and organizational records are accurate and that the integrity of data is maintained.
  • Compiles and analyzes membership statistics by creating regular and ad-hoc reports, including monthly membership reports and quarterly reports for the Board
  • Collaborates with communication colleagues on the development of membership marketing collaterals and communication strategies
  • Conducts regular outreach to municipalities to secure renewal or new membership;
  • Responds to all membership related inquiries and correspondences;
  • Supports the Member Relations Committee of the Board by developing reports, strategies and presentations on membership goals, revenues, etc.
  • Manages the implementation of Contact Management Software (CMS) training activities and system administration including queries, system security user access questions, and on-going maintenance
  • Provides information to municipalities, external organizations and staff regarding FCM membership, benefits, municipal information, etc.
  • Works closely with the Member Services Representative for day-to-day activities, tasks, resolves conflicts, and assists in managing his/her priorities when needed
  • Acts as the central point of contact for C&M on the implementation of the new CRM System, identifying issues and solutions to optimize data management for the department;
  • Represents Member Relations in various FCM working groups, and contributes to departmental planning processes, bringing forward the membership perspective and identifying key opportunities
  • As needed, coordinate the Member Relations Internal Working Group to identify synergies, optimize member relations, and actualize the Member Relations Framework.
  • May include supervision of one direct report.
  • Works with staff in all program or function areas to leverage the membership database and optimize its use and value to decision-making.
  • Assists other team members and/or perform other duties as requested by the Director, Outreach and Engagement.

Knowledge and Experience:

  • Post-secondary education in business administration, or commerce, or a combination of education and experience that would be considered equivalent.
  • Familiarity with CRM systems and data management.
  • Minimum five years of experience in a similar position including experience in member/client relations and member/client engagement strategy development..
  • Strong time management skills and ability to work effectively under pressure, meet tight deadlines, prioritize and deal with uncertainty in a fast-paced environment
  • Strong client management skills and outreach experience, including ability to identify opportunities and execute recruitment plans.
  • Strong analytical skills with experience in generating reports and recommendations for growing and sustaining membership revenues.
  • Strong communications, interpersonal, problem-solving and project-management skills to work effectively with internal and external stakeholders and manage multiple priorities
  • Able to adapt in a quickly changing, fast-paced environment
  • Management experience is an asset
  • Knowledge of the municipal sector is an asset
  • Fluently bilingual in both official languages (French and English)
  • Requires occasional travel within Canada approximately 2-3 times per year
