The Federation of Canadian Municipalities (FCM) is the national voice of municipal governments, representing the interests of cities and communities with the federal government. FCM’s Strategic Plan calls upon FCM to work collaboratively to: a) expand national understanding and support of the role local governments play in meeting national objectives; b) shape the national agenda by influencing decision-makers and opinion-leaders to ensure that the interests of municipalities are met or exceeded; c) build capacity and knowledge, thereby encouraging initiative and innovation, which in turn helps local governments rise to the challenges they face; and d) share its knowledge and experience on the world’s stage, so that others may improve the quality of life in their communities.


The Policy and Public Affairs department integrates three functions that are central to the fulfillment of FCM’s mandate: Outreach & Engagement, Policy & Research and Communications & Events. The team operates in real-time, responding to fast moving political events and policy opportunities. Our influence and relevancy is built on the quality and depth of our work, but also how deeply it is informed by our members who represent over 90% of the Canadian population. The department provides policy, advocacy and communications support to FCM’s National Board of Directors, Standing Committees and Forums, including the Big City Mayors’ Caucus, and develops national advocacy and engagement strategies with internal and external partners including FCM member municipalities.


Major Purpose:

The Policy Advisor works with a larger team of experts in municipal-federal policy making, intergovernmental relations and communications to provide rigorous and innovative issues analysis and policy development in support of FCM’s advocacy priorities including infrastructure, transit and transportation, municipal finance, affordable housing, public safety and the environment. Reporting to the Manager, Policy & Research, the Policy Advisor provides monitoring and analysis of current and emerging federal legislative or regulatory initiatives that could impact Canada's municipal governments; conducts research in conjunction with members, external experts and stakeholders; and provides substantive policy analysis and recommendations for consideration by senior management and the National Board of Directors.


Key Responsibilities:

  • On a daily basis, monitors and assesses current and emerging federal legislative, regulatory, policy and program initiatives that may impact FCM’s members.
  • On an ongoing basis, works with the Manager, Policy & Research to expand policy team’s networks with municipal expert staff, government officials, external experts and stakeholders.
  • Undertakes secondary public policy research, identifies and manages external consultants to conduct primary research where required, and provides policy advice to senior management and National Board of Directors.
  • Leads policy team’s preparation of documentation (agendas, reports, briefing notes, presentations, etc.) for meetings of FCM’s National Board of Directors and standing committees.
  • Develops substantive, leading-edge policy analysis, recommendations, reports, and submissions to government, FCM management and Board of Directors.
  • Leads special research and outreach projects, including working horizontally across FCM, with outside partners, managing consultants, project budgets and work plans.
  • Monitors municipal initiatives, trends and issues that pertain to FCM policy areas of interest and builds networks of relevant municipal experts from across the country.

Knowledge and Experience:

  • Master’s degree in political science, public administration, economics or public policy, or a combination of experience and education that would be considered equivalent.
  • 3 – 4 years of experience in the area of public policy and administration with experience in conducting research and developing policy positions and recommendations in a political context.
  • Proven ability to manage multiple priorities and adapt in a quickly changing, fast paced and multicultural environment.
  • Knowledge of and experience in one or more policy areas of intersecting municipal – federal responsibility.

Language Requirements:

  • The ability to work fluently in French and in English (both written and spoken) is considered a strong asset.
