Pathways to Education™ is a national program, operating in 20 communities across Canada and provides a comprehensive set of academic, social, financial, and individual supports to youth. Pathways to Education is part of the Our Place Graduation Strategy, a place-based approach to improving the educational success of children and youth. The primary goal of the Pathways to Education Vancouver program is to enhance the educational success of youth living in the Downtown Eastside and Strathcona community.


Position Summary:

The program supervisor works with the staff team and community to ensure the successful planning, implementation, evaluation, and ongoing development of the Pathways to Education Vancouver programs. The program supervisor is responsible for the supervision of front-line staff, strengthening and expanding community partnerships, and the growth and sustainability of the program overall, including the volunteer program. The program supervisor works within complex partnerships and networks, both in and outside the community that support the specific academic and psychosocial needs of participating youth. The successful candidate is dynamic, skilled, and experienced connecting with diverse communities, including Aboriginal, newcomer, and LGBTQ youth to ensure they feel safe, supported, and connected.


Primary Duties:

1) Supervision and Support of Front-line Staff:

  • Supervise staff team to support youth to achieve educational success and retention in the program.
  • Support the team to ensure short and long-term planning and efficient and effective day-to-day operations.
  • Recruit, hire, train, and orient youth outreach workers, program facilitators, and site support staff.
  • Liaise with school staff or school board personnel, youth, parents, and community partners.

2)  Program Delivery, Development, and Evaluation:

  • Manage and oversee all aspects of the delivery of the program, including all levels of supports (i.e. one-on-one, academic, social, and financial supports).
  • Monitor program delivery to identify and address challenges.
  • Develop appropriate systems to support program growth and ongoing evaluation.
  • Identify gaps in service delivery and develop strategies to address these gaps, through advocacy, program development, partnerships, and external

3) Community and School Partnerships:

  • Ensure effective partnerships are developed and maintained, through active participation on committees and/or groups related to the community and school boards, as well as through ongoing informal liaison with program partners and other staff.
  • Develop relationships and strategic alliances with potential partner organizations to support the delivery of the program.
  • Negotiate and ensure all appropriate agreements to support programming are created and renewed, as required.

4) Volunteer Program – Recruitment, Retention, and Growth:

  • Oversee the development and growth of a robust volunteer program consisting of 80+ volunteers.
  • Develop and implement specific processes for the ongoing support and motivation of volunteers to meet the needs of participants.
  • Oversee partnership supports and relations with other agencies as needed.

5) Administrative Duties:

  • Develop appropriate administrative systems to ensure efficient and effective processes to support the program.
  • Other administrative duties as required.

Knowledge, Skills, and Abilities:

  • Deep knowledge and understanding of the challenges and strengths, capacities, and assets of various populations living in the Downtown Eastside and Strathcona community, with a particular focus on factors affecting educational success for youth from diverse backgrounds in the community.
  • Experience implementing asset-based community development principles and familiarity and/or experience with place-based approaches.
  • Strong experience in program development (planning, implementation, and evaluation) within a diverse community-driven environment.
  • Knowledge of, and experience with, strengths-based case management processes and systems.
  • Experience providing supervisory support to front-line staff and staff working with significant caseloads in program planning and development.
  • Significant experience building and maintaining complex, multi-level partnerships with community or social service agencies.
  • Knowledge or experience with youth development strategies and programming.
  • Problem solving and conflict management skills.
  • Knowledge of community and social service resources.
  • Successful experience recruiting, training, supporting, and supervising volunteers.
  • Knowledge of and/or experience working with the public school system.
  • Knowledge of approaches to supporting youth with unique educational needs.
  • Demonstrated ability to work with youth, as well as parents, volunteers, secondary school teachers and other school staff, as well as other educational professionals.

Dimensions of Work:

  • Direct supervision of youth outreach workers, program facilitators, and site support workers, as well as indirect supervision of volunteers.
  • Primary interface with community and school partners, program staff, and program manager.

Work Conditions:

  • Travel between multiple sites within Lower Mainland.
  • Flexible work hours, including some evening hours and occasional weekend hours.
  • Occasional travel to Pathways to Education Canada offices and sites across Canada.

Academic and Job Experience Required:

  • Relevant master’s degree (education, social work, counselling, etc.) or BSW.
  • Minimum four years’ supervisory experience plus two years’ community development experience and/or an equivalent combination of education and experience.

Basic Requirements:

  • Criminal Record Check including the vulnerable sector
  • Valid Level 1 First Aid & CPR certificate will be an asset
