Reporting to the Senior Health Manager, Global Health and in a matrix management structure to the Emergency and Recovery Team (ERT), the Health Advisor is the International Operations(IO) technical focal point for the design, readiness and delivery of clinical services provided within a Medical ERU operation. In this capacity, the Health Advisor is responsible for the preparation, rapid deployment of the CRC Medical Emergency Response Unit (ERU) (equipment and personnel), maintaining operational oversight of clinical services and providing technical support throughout the life cycle of an ERU operation. He/She will ensure that medical/clinical services, protocols/guidelines as well as clinical equipment (standardized kits and modules) and pharmaceuticals contained within the ERU meet the WHO and Red Cross minimum required standards for emergency deployment. The Health Advisor contributes to the development/upgrading of various kits and modules, ERU training content, and supports planning, monitoring and reporting of activities in the Medical ERU.   He/She also maintains and manages the ERU roster of health professionals that deploy with the Medical ERU. In addition, he/she will convene and work closely with other health professionals and experts in related fields through working groups and task forces to ensure delivery against the above.

 

 

RESPONSIBILITIES

 

Technical and Operational Support

  • Shares “On-call” duties with Global Health Unit (GHU) counterparts for Sudden Onset Disaster response
  • Participates in the weekly ERT Radar meeting for monitoring purposes
  • Works closely with ERU Coordinator and Logistic team in ERT, and People Services (PS) during Medical ERU deployments to ensure that ERU configuration (equipment and personnel) fulfills the requirements outlined in the Deployment Order and makes recommendations accordingly
  • Provides technical briefings and relevant reference materials to deploying delegates according to their Terms of Reference
  • Provides ongoing analysis of data and/or indicators received from the Medical ERU (HIS, situation reports) and where relevant makes real-time, coordinated recommendations to ERT focal points and field-level personnel
  • Works with ERT and PS to maintain appropriate staffing throughout the lifecycle of the ERU deployment based on field reports, debriefings and EOM reports from returning delegates
  • Provides relevant operational updates at task force meetings
  • Conducts Monitoring and Evaluation missions of CRC supported IFRC emergency operations as needed
  • Supports Global Health Unit efforts to harmonize different CRC packages of services related to emergency, recovery and long term programming
  • Contributes to GHU work where needed in supporting programs in different stages of program design as it relates to emergency health services
  • Participates in GHU discussions and team meetings

 

Capacity Building

  • Ensures that the modules are pre-stocked with materials, consumables, medicines and equipment that are consistent with and relevant to the health care services expected within Health ERU operations as agreed upon within the ERU Technical Working Group
  • Contributes to analysis and decision-making within the CRC ERU Development working group for development/review/upgrade of kits, equipment, protocols and guidelines for clinical and related services, ensuring that the technical specifications of kits and their contents are aligned with or exceed relevant SPHERE, WHO and Red Cross minimum standards
  • Provides subject matter expertise in Emergency Health services as per CRC strategic directions to CRC IO and DM as needed
  • Contributes to the development, revision and delivery of ERU training learning including online learning tools; facilitates components of ERU-related training
  • Provides support to the recruitment strategy and contributes to maintaining the ERU roster by developing and updating job descriptions for ERU delegates, assessing gaps, opening requisitions, screening applicants with clinical profiles, conducting interviews along with PS counterparts
  • Manages relevant information collected during briefings, debriefings, EOM reports, and/or outreach communications with delegates within the roster database
  • Identifies continuing education needs of clinical profiles within roster and liaises with ERT for resources and planning

 

Thought Leadership and Best Practice (Knowledge management, learning & innovation, leadership in Canada and Globally)

  • Contributes to ERU evaluations and integrates relevant recommendations into subsequent ERU deployments
  • Participates in ERU Technical Working Group, and any relevant sub working groups created in that forum
  • Liaises and collaborates with relevant IFRC and ICRC technical counterparts
  • Liaises and collaborates with relevant CRC partners in academia
  • Provides information for reports, monitors and evaluates emergency health activities as per CRC commitments (projects funding ERU capacity and related activities) and plans
  • Reviews any reporting/documentation as needed
  • Contributes narrative to the GAC Annual reports and work plans as well as budget monitoring for delegated budget lines
  • Presents in relevant forums as needed

 

Supports an effective team within a matrix structure

  • Develops and maintains membership in the functional department, Global Health Unit, and designated operating/project teams
  • Collaborates to fulfill the agreed objectives, needs and expectations
  • Fosters team work through a professional exchange of experiences and expertise that can be transferred to other areas of work
  • Ensures sharing and dissemination of services related materials to all concerned actors
  • Provides back-up to colleagues as required
  • Mentors colleagues on sourcing processes and systems for back up purposes
  • Follows all CRC’s policies and procedures required to maintain a healthy and safe working environment
  • Integrates volunteer resources within the scope of responsibilities, as required
  • Participates in disaster planning, preparation and response, as required
  • Contributes to a healthy and safe working environment

 

 

QUALIFICATIONS

 

Education and Experience

  • Bachelor degree in clinical field (e.g. nursing, medicine)
  • Post-graduate degree / master in public health / global health / global surgery is an asset.
  • License to practice in Canada is preferable
  • 3-5 years’ clinical experience including 1-3 years of international experience preferable in emergency environments
  • Previous Red Cross / Red Crescent or similar humanitarian assistance organization experience a strong advantage, particularly with the IFRC ERU, FACT, Field Operations, and/or ICRC Rapid Deployment Mechanism
  • Experience in program/project research and development as well as project management skills
  • Demonstrated experience in project development and proposal writing

Skills and Abilities

  • Knowledge and understanding of results based management in health in emergencies programs
  • Knowledge of health in emergencies, emergency health services, emergency medical team (EMT), field hospitals, basic mobile clinic in emergencies
  • Proven analytical and problem solving skills, as well as attention to detail
  • Self starter and able to work in an environment with ambiguity as well as an ability to work with tight deadlines
  • Resilience and adaptability to changing circumstances and an evolving environment.
  • Proven ability to be a supportive and productive team member
  • Strong written and oral skills in English. Fluency in French, Spanish or Arabic is an asset
  • Advance Microsoft computer skills
  • Commitment to the Principles of the Red Cross Red Crescent Movement

 

WORKING CONDITIONS

 

  • The majority of the work is performed in a clean and comfortable environment.
  • May include long to mo xderate hours sitting and using computers and office equipment.
  • Ability to work non-traditional hours on a short notice.
  • Ability to work in stressful and often ambiguous conditions.
  • This position may require domestic or overseas travel to attend conferences, workshops and meetings as required.
  • If required, and eligible, periodic travel to country operations may be required. Field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts and requiring very strict adherence to security regulations.
  • Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria in positions where travel will be required.
  • Successfully complete a Canadian criminal record reference check and vulnerable sector check.
