Background:

The Federation of Canadian Municipalities (FCM) has been the national voice of municipal government since 1901. With almost 2,000 members, FCM represents the interests of municipalities on policy and program matters that fall within federal jurisdiction. Members include Canada's largest cities, small urban and rural communities, and 18 provincial and territorial municipal associations. FCM’s offices are located in downtown Ottawa, housing approximately 200 staff.

 

Major Purpose:

Reporting to the Senior Director, Finance, the Finance Manager, Programs is responsible for all financial aspects and requirements related to MCIP and MAMP and ensures compliance with the Funding Agreement. Key activities include: managing a small team of finance professionals, preparing budgets, preparing documents and supporting materials for the Senior Director of Finance, preparing and recording financial transactions related to MCIP and MAMP, and ensuring efficiency, effectiveness, accuracy, control and compliance of all associated finance and accounting activities.

 

Key Responsibilities:

  • Prepares complete and accurate financial information on a timely basis, including monthly and quarterly financial reports, analysis of financial results and explanations for any major variances with budget/projections in order to assist senior management in decision-making as well as meet contractual agreement requirements.
  • Reviews the balance sheet analysis prepared by the Finance Administrator and follows up with any issues.
  • Contributes to the department budget by working collaboratively with Managers, Senior Managers and Director in the preparation of their budgets. Prepares departmental updated projections as required.
  • Participates in monthly meetings with MCIP and MAMP managers to present financial statements and ensure that the department has the information necessary to effectively manage costs.
  • Responsible for supporting the external audits of MCIP and MAMP including: validating information in the annual report to ensure alignment with financial information, preparing audit files, external financial statements and assisting the external auditor.
  • Manages the cash transactions of MCIP and MAMP including reconciling inter-fund transactions between FCM and the MCIP and MAMP project and reconciling the investment portfolio. Supports the Finance Managers with quarterly cash flow forecasting.
  • Develops and maintains appropriate internal audit processes for all grants approved within the programs.
  • Provides support regarding inquiries made by the Departmental Director, Senior Managers and staff on operational and contractual obligations and makes required recommendations.
  • Monitors the application of appropriate internal controls for financial management purposes.
  • Leads the development, implementation and maintenance of effective financial policies, procedures and tools.
  • Oversees grants audit sampling process as per FCM policy. Supports Finance Officers throughout this process.
  • Ensures compliance with contribution agreements in all financial clauses.
  • Oversees approvals of program contracts and agreements to ensure compliance with organizational policies and procedures and with the Contribution Agreement. This includes: ensuring templates are adequate and reviewed as appropriate, performing random verifications, and recommending changes.
  • Participates in Program – Senior Management meetings.
  • Participates in ad-hoc project discussions, which require financial expertise.
  • Leads and manages a small team, which includes recruitment, performance improvement planning, identifying training needs, coaching, providing advice and direction, and developing staff.
  • Assists Senior Management in miscellaneous projects or tasks.
  • Responsible for document retention (filing hardcopy and on server) and audit purposes of financial documents.
  • Provides staff training on financial policies and procedures.
  • Develops financial reports for approval and review by the Audit Committee.  
  • Prepares year-end financial statements, variance analysis and notes disclosures according to the audit timelines required.
  • Liaison with the external auditors for the external annual financial audit process for the programs.
  • Ensures that proper internal controls are in place, including monitoring and managing the accuracy and completeness of all data and data reconciliation with accounting systems and reporting requirements.
  • Maintains financial commitments and disbursements, ensuring that grant data is complete, accurate and reconciled to the accounting system, reviewing the commitment and disbursement monthly and quarterly reports.
  • Continually reviews departmental finance and accounting practices and procedures for efficiency and effectiveness, and makes recommendations for improvement to senior management.

Knowledge, Experience and Skills:

  • University degree in Business, Finance, Accounting or a related field. A professional accounting designation would be considered an asset.
  • Minimum of 5-7 years of progressive Finance work experience including at least 2-3 years of people leadership experience.
  • Requires strong knowledge in finance and accounting, including budget preparation and monitoring, fund accounting, and preparation and analysis of financial statements and reports,
  • Experience with accounting practices and procedures, specifically, general ledger activities, expense claim processing and invoice processing.
  • Requires analytical skills in order to reconcile accounts and prepare reports
  • Organizational skills and the ability to work unsupervised.
  • High level of accuracy and attention to detail is essential
  • Oral and written communication skills in both official languages.
  • Knowledge of Microsoft Office, specifically Excel and experience with accounting software packages.

Language:

  • The ability to work in both official languages (English and French) is required.
