Services and Housing In the Province (SHIP) is a Housing and Health Service Provider for specialized populations with numerous programs and partnerships. SHIP’s mission is to increase quality of life through health services and housing supports that promote mental and physical health and wellness.  It is our collective belief that provision of services must be delivered with a sense of compassion and clients must be provided with the opportunity to pursue independence and to actively contribute to and participate in the community in which they live. Privacy and Security is an integral position that oversees all activities related to the implementation of, and adherence to, the organization’s privacy and to ensure operational procedures are in compliance with relevant privacy laws. The Privacy Officer manages expectations of organizations and employees about how information is collected, used, accessed and disclosed and is committed to continuous quality improvement across the organization

 

Reporting to the Chief Executive Officer we are currently seeking an energetic, enthusiastic and committed individual for the following position:

                                   

Manager, Quality Assurance and Privacy & Security

Responsibilities:

      

Client Record Management

  • Ensuring hard and computerized copies of client records are accurate and securely maintained.
  • Developing, conducting and overseeing ongoing tracking/auditing of client documentation. Providing feedback regarding documentation compliance issues to management and staff.
  • Assessing and making recommendations regarding documentation tracking to eliminate redundancy and ensure effectiveness.
  • Setting Quality Assurance compliance objectives and ensuring targets are achieved via random and scheduled audits.
  • Assisting with the coordination of accreditation including the development and execution of a mock accreditation.

Records Management

  • Developing and Updating:
    • A records management policy statement
    • Standards for classification, retention and disposition for all administrative and client records
    • Records Management policies, procedures, forms, program manual and training. Revise as required according to provincial and federal legislation 
    • Audits for each program/business area
  • Annually:
    • Conducting a review of all records for the purpose of applying the retention schedule.
    • Auditing each program/business area to determine the effectiveness of procedures, compliance requirements and opportunities for improvement

Quality Improvement Plan

  • Directing process improvement by identifying and implementing changes in work process that produce measurable improvements
  • Reviewing program/departmental quality improvement initiatives to ensure benchmarks are on target
  • Developing, implementing and monitoring mechanisms in conjunction with program managers, tools to track quality improvement initiatives

Privacy Officer

  • Ensuring personal health information and confidential information of SHIP’s staff, clients, partners and potential web-site visitors is maintained through the application of current policies and procedures that reinforce privacy protection
  • Conducting privacy audits
  • Providing information regarding SHIP’s privacy policies and procedures.
  • Receiving and investigates actual or suspected information security and privacy incidents and breaches
  • Responding to and investigates complaints about SHIP’s privacy practices
  • Participate in internal and external committees as required

Qualifications:

  • Post-secondary education in social sciences, health sciences, law, alternative dispute resolution or in a related field; a combination of education and experience will be considered
  • Demonstrated knowledge of and/or direct experience with Ontario’s Freedom of Information and Protection of Privacy Act (FIPPA) and the Personal Health Information Protection Act (PHIPA), their associated regulations and with FOI/Privacy Office administrative operations
  • “Knowledge and experience with the Excellent Care for All Act (ECFAA) is an asset”
  • Superior written and oral communications, interpersonal, customer-service and conflict resolution skills.
  • Ability to set high standards of performance and holds staff, stakeholders accountable for actions and results
  • Experience in undertaking information privacy impact assessments or equivalent experience in the analytical review of privacy and security policies and procedures
  • Experience interpreting and applying statutes and regulations applicable to privacy and access to information issues.
  • Strong critical/analytical thinking, problem-solving, balancing the need to resolve issues quickly with an effective and thorough analysis.
  • Self-starter with a proven ability to work independently and within a team.
  • Demonstrated ability to identify and take appropriate steps to mitigate risks.
  • Previous experience in policy development and process improvement is an asset
  • Ability to work effectively and efficiently under pressure.
  • Possesses the personal qualities and attitudes that respect and maintain the dignity and individuality of the residents and their families.
  • Demonstrates a strong commitment to quality care and service delivery based on SHIP’s Mission and Values
  • Demonstrates cultural competence and the ability to support a diverse client population are essential.
  • Knowledge of the healthcare sector or work experience in a non profit organization is preferred
  • Excellent computer proficiency

This position is a non bargaining unit position, working 37.5 hours per week.
