Crossroads International is currently seeking a Program Officer to join its team devoted to excellence in international development and volunteering, supporting its program in East Africa.




Position:                Program Officer – East Africa

Location:              Toronto

Supervisor:          Program Director

Entry on duty:       As soon as possible

Type:                     Full-time, permanent


Purpose of the position:


The Program Officer is a member of the program team and contributes to program development, implementation, and the achievement of results that advance equality for women and girls mainly in East Africa. The Program Officer works with partner organizations, other stakeholders, and volunteers to develop and implement effective and responsive women’s rights programming in the assigned countries, as well as work on initiatives across countries and issues. The Program Officer promotes innovation, quality of delivery and ensures overall program coherence in East Africa contributing to program diversification and expansion. The Program Officer ensures gender-based mainstreaming is integrated into all projects and activities in the portfolio.


General context:

  • Contributes to all organizational goals and objectives
  • Ensures all areas of responsibility are carried out in compliance with Crossroads' mission, strategic priorities, policies, standards and systems
  • Works in close collaboration with other members of the program team
  • Works in a collaborative fashion with a variety of cross-functional teams to achieve organization-wide goals

Main responsibilities:

  1. Programming
  • Within the framework of the goals and directions of Crossroads’ programming, to plan, implement and provide effective operational leadership to programming in a particular country or countries, or for a particular initiative. Major activities include:


    • In close collaboration with local partner organizations, planning, implementation and management of multi-directional volunteering mandates to achieve strategic and annual objectives;
    • In close collaboration with local partner organizations, planning, implementation and management of small and medium sized grant programs to achieve strategic and annual objectives;
    • Facilitating the exchange of knowledge and experience among like-minded organizations;
    • Developing programs and partnerships East Africa towards achievement of Crossroads’ strategic objectives
  • Supporting learning, knowledge-generation, research and dissemination of best practices


  • Incorporate a strong gender analysis in all aspects of programming
  • Contribute to the development of an annual operational plan and participate in its effective implementation
  • Contribute to developing and maintaining strategic partnerships and alliances
  • Following institutional guidelines, monitor, evaluate and prepare high quality and timely reports on country programs
  • Work with the M&E Advisor to ensure effective reporting on partnership programs, projects and volunteer mandates


  • Volunteer Management


    • Work with partner organizations to identify and develop mandates/job descriptions for volunteers within the framework of long-term plans
    • In collaboration with the volunteering team, contribute to the recruitment, selection and orientation of volunteers
    • Provide primary support to volunteers in the field (follow-up and closely support volunteers in the field regarding placement objectives, responsibilities and reporting requirements)
    • Record volunteers’ time in Crossroads’ HR system EzLabor
  • Resource development
  • Lead the development and implementation of a resource development plan for programming in East Africa in collaboration with the Resource Development team
  • Contribute to the development of new funding opportunities for programming and initiate/consolidate relationships with existing and potential institutional funders
  • Contribute to the development of project proposals as required
  • Contribute to the development and implementation of organization-wide resource development strategies


  1. Financial management
  • Contribute to the development of the annual team budget within areas of responsibility


  • Following the institutional guidelines, develop small and medium sized grant budgets with identified potential grantees    
  • Monitor and supervise expenses within the budget lines relevant to areas of responsibility
  • Manage, monitor and report on grants and funding as required
  • Review financial reports falling within their portfolio to ensure proper reconciliation according to the institutional requirements
  • External Relations
  • Contribute to the implementation of Crossroads’ external relations plan as required
  • Consistently apply Crossroads’ brand and key messages
  • Work collaboratively with the external relations team to capture and tell stories from the field and in Canada
  • Engage Canadians through various means including events, trainings, social media etc.
  • Participate in relevant networks as required on behalf of Crossroads
  • Represent Crossroads at conferences and other forums as required.

  • Qualifications:


  • Minimum five (5) years of related work experience, including some overseas work experience in the implementation of sustainable development projects/programs, including human resources/volunteer management
  • University degree or equivalent in a related field
  • In-depth knowledge and experience of international programs to advance women’s equality and economic autonomy
  • Commitment to women’s rights and experience in integrating a gender analysis
  • Demonstrated capacity to develop and manage organizational partnerships, collaboration and relationships
  • Demonstrated experience in using the tools and systems of results-based management, and project and program monitoring and evaluation
  • Experience in country of responsibility an asset
  • Meaningful experience in international volunteering
  • Familiarity with online collaboration and learning an asset
  • Excellent organizational and administrative skills
  • Strong budgeting and grant management skills
  • Excellent communication and interpersonal skills in a cross-cultural context
  • Initiative, creativity
  • Capacity to work collaboratively and in a team
  • Fluent written and oral communication in English and French (Spanish an asset)


       Essential Conditions:

  • Ability to travel overseas and within Canada and be away from home for frequent short periods
  • To work an average of 35 hours per week; some weekend and evening work required
