Centralized Assessment Supervisor/Team Lead

The YMCA is a charity dedicated to the development of thousands of people in spirit, mind and body. The Program Supervisor/Team Lead for the Centralized Assessment Program, a Housing First service, provides effective leadership in directing the overall delivery of programs and services in the assigned area. The Program Supervisor/Team Lead manages, in consultation with the Regional Manager, an approved budget, directs a diverse outreach staff complement, creates, recommends, monitors, reports and evaluates programming. The Program Supervisor/Team Lead liaises with program and community stakeholders.  The Program Supervisor/Team Lead is responsible for a program budget for services with a cross section of vulnerable populations and liaises with the funder and community stakeholders. The Program Supervisor/Team Lead carries out his or her duties in a professional manner and in accordance with all YMCA policies and procedures, standards of conduct and practice, health and safety standards, child protection standards and contractual, legal and regulatory requirements.  The Program Supervisor/Team Lead demonstrates excellent interpersonal and communication skills with YMCA staff, volunteers, community partners, stakeholders and participants.

Salary: Based on qualifications and experience.

Key Responsibilities:

Program and Service Delivery - 45%

  • Coordinate program operations within YMCA guidelines and Housing First principles and adhere to contracted performance outcomes.
  • Research, plan and evaluate program components for progress, outputs and outcomes.
  • Identify, recommend and implement quality improvements to the program, program systems and service delivery strategies.
  • Research and develop or acquire relevant program materials, manuals and tools to meet group and individual learning or supervision needs.
  • Ensure recruitment, assessment, selection, training, support and follow-up of appropriate program participants are sufficient to meet the required program numbers.
  • Problem solve critical situations and advocate for effective solutions for individual program participants as required.

Financial and Resource Management - 45%

  • Recruit, hire, train, coach, supervise and manage all staff, volunteers and students within the program area.
  • Ensure staff are held accountable to the delivery of high quality services through excellent relationship with tenants and participants.
  • Establish and maintain accurate and current participant and program records, expense and revenue records, current statistical, outcome tracking, anecdotal information and participate in annual participant and program record audits.
  • Manage within the approved program budget.
  • Complete all monthly, quarterly, annual and project reports as required.
  • Community Relations, Marketing and Promotions (10%)
  • Establish effective community relations relevant to the program. Market and promote programs to achieve programmatic and financial targets:
  • Network with key program stakeholders, community agencies, education and business stakeholders to identify needs, receive referrals, coordinate program solutions and opportunities.
  • Establish effective communication strategies, orientation, support and consultation to program partners.

Qualifications:

Education/Certifications/Credentials/Professional Registration

  • University Degree in Human Services or Education field or equivalent.
  • Annual registration in a professional organization as required by law.
  • Standard First Aid and CPR-C, WHMIS & Police Intervention Check with Vulnerable Sector
    • Non-Violent Crisis Intervention and Suicide Intervention Certification preferred.

Experience

  • Minimum of 2 years of experience in a supervisory role.
  • Minimum of 3 years of direct professional experience in a team environment.
  • Experience in coaching and supervision.
  • Experience and knowledge of cultural and minority groups, special or high needs populations and other marginalized persons.

Knowledge/Skills

  • Excellent oral and written communication, interpersonal and team skills.
  • Excellent organizational and time management skills.
  • Working knowledge of group facilitation, program planning, outcome evaluation, program promotion, marketing and public relations.
  • Working knowledge of Housing First principles and the ability to translate these principles into effective service implementation according to the Community Plan to Prevent and End Homelessness.
  • Knowledge of related community, education, youth and human services resources.
  • Sensitive to and demonstrated knowledge of dealing with the needs of participants from different cultural and racial backgrounds.
  • Competencies consistent with the YMCA Competencies Document at Mid-Level.
  • Working knowledge of Microsoft Office and Windows.
