Reporting to the Director, Program Effectiveness and Resource Management (PERM), the Grants Compliance Manager contributes to CCFC’s overall success and effectiveness in ensuring strict compliance to contracts and internal team reporting coordination issues and timing. The position will be the primary post award contact with Global Affairs Canada (GAC) and will maintain the relationship with the donor, as well as provide technical leadership and cross-functional support services to all related departments in CCFC viz. the contracts. The position will also track new business submissions from the field to donors, as per pre-approved schedule and projections. The position assists operations and program staff to monitor performance, and ensure maximum utilisation of funds available and avoidance of disallowed costs and utilization of funds approved by donor. The position will ensure that program and project managers adhere fully to the internal quality standards and requirements for CCFC grants contracts and projects. The position maintains up to date understanding of donor reporting requirements formats and regulations, and provides updates on this for Canada and Country Offices (COs). Field travel is a requirement of the position.


This role includes, but not limited to:


1.  Contract Management and Compliance (65%)

Contract management, for GAC grants includes; timetables, requirements, changes in formats, guidelines, adherence to policies, periodic programme audit, programme standards, contract adherence to Results Based Management principles and agreed upon indicators. 

  • Accountable for compliance and governance of all GAC grants, ensuring that the CO’s and Canada Office are adhering to their individual requirements and contribution agreements
  • Develop and maintain a database of contacts/networks of international development funding agencies globally in order to build CCFC`s profile and credibility, and to identify funding opportunities
  • Review, assess and provide feedback and recommendations to CO’s pertaining to on-going grant reporting
  • Evaluate and report to CO’s and Director, PERM, on variance analysis of all contract budgets
  • Drive application of RBM standards and agreed on upon indicators throughout all CO’s, and provide necessary training and/or support, as required. 

2.  Grant Tracking, Monitoring and Country Office (CO) Communications (25%)

Consults with CO staff on the effective use of program planning, monitoring and evaluation tools to assess program design and impact as well as providing support for grants pre-qualification process, proposal writing and reporting to donors. Tracking of all grant/contract requirements and compliance, as well as all new proposal submissions as per schedule. 

  • Consults with CO staff on effective use of program planning, monitoring and evaluation tools to assess program design and impact as well as provide support for grants –pre-qualifications process, proposal writing and reporting to donors
  • Produce frequent analysis of sectoral and funding trends to the Director, PERM
  • Maintain tracking tools and report on grant requirements at all stages
  • Produce regular reports related to approved contracts (pipeline)
  • Establish regular conference calls with Grant Managers at the CO’s to receive regular updates, to provide regular support, and to troubleshoot problems
  • Conduct field visits in accordance with grant requirements and produce field reports on relevant areas (including CO management audits, as required)
  • Manage a tracking system that provides frequent update on fund-flows, reporting requirements, audits, budget revisions and other key contract deliverables
  • Design and manage a tracking system for all new proposals submitted from the field 

3.  Other (10%)  

  • Consults with CO staff on effective planning and budgeting, identifying synergies between core programming, GAC grants and regular reporting.
  • Provide virtual training as required (especially on Contribution Agreements, RBM formats, amendments and changing requirements)
  • Assess and recommend possible synergies in GAC programming that intersect with ongoing contracts and/or may lead to further opportunities as a result of GAC contracts
  • Comply with all CCFC policies and procedures
  • Other related duties as assigned 

Required qualifications:  

  • Relevant university degree (minimum B.A or BSc. International Development or Economics) required
  • Strong knowledge of Results Based Management (RBM)
  • At least 3-5 years grant experience with institutional donors and contract management experience required at an international level
  • Field experience in project management of donor projects an asset
  • Proven experience managing / GAC financial reports
  • Knowledge of international development trends and approaches in education, early childhood development, health, food security, water and sanitation and child protection, is an asset
  • Excellent research, report writing and proposal development skills
  • Demonstrated knowledge of sound program and project management principles including strong budgeting and monitoring
  • Strong communication skills, both written and verbal; good organizational skills; attention to detail
  • Excellent computer skills, specifically in Word, Excel, PowerPoint, MS Project and Internet
  • Fluency and excellent written skills in English;
  • Ability to travel to field projects as required
  • Ability to speak and/or write in either French or Spanish will be considered an asset
