About the Position:

The Program Manager is responsible for leading, managing and implementing the Skills Training & Employment Program for Older Workers. They monitor and execute program deliverables and ensure quality services and outcomes are achieved in accordance with the funding agreement. They are also responsible for supervising the Facilitator, Job Developer, and Program Assistant in the delivery of program activities, as well as building and maintaining positive relationships with the Program’s employer and community partners.

Reports to: Program Director, Special Projects

 

Key Duties and Responsibilities

Program Management:

  • Oversee service delivery and program implementation
  • Maintain proper documentation and records of the Program
  • Supervise staff to oversee their service delivery and caseloads by providing regular consultation and supervision to ensure effective program management
  • Prepare and submit funder and agency reports as required
  • Ensure the Program adheres to the agency’s performance and quality improvement (PQI) standards
  • Implement agency policies, processes and directives in the delivery of the Program

Financial Management:

  • Monitor program budgets to ensure adequate financial controls and appropriate cash flow
  • Conduct budget development and program implementation by recommending and closely monitoring program expenditures
  • Prepare financial reports and budget forecasts
  • Review program revenue and expenses
  • Monitor an outcome-based budget to ensure a balanced budget

HR Management:

  • Ensure close cooperation between staff for efficient and high quality service delivery
  • Schedule, support and supervise staff, conduct performance appraisals, arrange regular team meetings, and conduct staff training
  • Promote a welcoming and inclusive work environment that attracts, develops, and retains top talent

Public Relations/Promotion/Marketing:

  • Establish and maintain an effective working relationship with the funder, employers and community partners
  • Formulate strategies on program marketing and client recruitment
  • Promote the Program to community stakeholders and older worker population
  • Liaise with local community stakeholders, including participating on community tables/networks, to promote the Program and ensure it is reflective of community needs

Divisional Responsibilities:

  • Keep Program Director informed of issues, concerns and program needs
  • Prepare quality reports, surveys and proposals
  • Assist S.U.C.C.E.S.S. in recruitment and selection of staff and implementation of agency policies and directives
  • Participate in organizational/divisional meetings, events and activities

 

Qualifications and Experience:

  • Bachelor or Master Degree in Social Sciences, Business Administration, Finance or related field
  • 3 years of experience in managing employment programs
  • CCDP certification considered an asset

 

Job Skills and Abilities:

  • Solid program management skills including program planning, budget management, financial control, risk management, as well as program marketing and promotion
  • Solid understanding of career development theories, models, ethics and adult-learning patterns to meet the needs of older workers
  • Strong understanding of the changing local labour market
  • Able to work with an outcome-based financial model and maintain a break-even budget
  • Able to work with multi-sector employers, industry associations and groups
  • Able to connect and work with community stakeholders, funders and program partners
  • Understanding of the importance of diversity and inclusion in both service and work environments
  • Excellent communication and relationship management skills
  • Strong computer skills in MS Office Suite

 

Other Requirements:

  • Able to work on weekends and evenings as required
  • Clear Criminal Record Check required
