About the Role


The Employer Learning Specialist will be responsible for the design, development, implementation and on-going review and revision of IEC-BC employer learning programs and initiatives, online employer tools and resources library and customized employer learning initiatives, including workshops, training opportunities and workplace resources for managers and employees. Working with stakeholders and subject matter experts, the incumbent will lead the development of interactive blended employer learning solutions.


The Employer Learning Specialist will conduct research, consult with employers, service providers and key partners, and work closely with the IEC-BC Employer Advisory Group to guide the development of learning projects and initiatives.


Reports to: Senior Manager, Programs and Stakeholder Relations.


Scope of Responsibilities


Program Management

Working with the Senior Manager, the Employer Learning Specialist is responsible for providing strategic direction and oversight to ensure the successful delivery of IEC projects.

  • Develops and maintains project work plans for the ongoing progress and execution of project deliverables.
  • Convenes and provides support and direction to project teams, as needed.
  • Develops requests for proposals/quotes and manages the selection process for hiring consultants.
  • Manages consultants and ensures high-quality and timely completion of deliverables.
  • Monitors and evaluates all activities and prepares all project reports required by stakeholders or funders.
  • Manages budget.

Content Development

  • Consults with IEC-BC team members, employers and other key stakeholders to identify and build learning solutions for employers to support the effective recruitment and integration of skilled immigrants in the BC/Canadian workplace.
  • Creates curriculum for workshops and researches other employer resources that are practical and actionable by employers on relevant human resources and organizational practices.
  • Coordinates and collaborates with relevant IEC-BC team members and the Employer Advisory Group (EAG) to identify topics and strategies for developing and/or integrating content into various employer resources and products.

Learning Design

  • Conducts needs analyses with employers and other key stakeholders, in collaboration with IEC-BC Senior Managers, to understand their requirements, map learning processes, define key measurable results, explore learning options, and define key measures for evaluation.
  • Works collaboratively with the IEC-BC team, partner organizations and consultants to design learning products and to integrate content effectively into other products, including e-learning models and web-based training.
  • Implements and maintains standards for instructional design, development, implementation and evaluation for workshop curriculum and other learning products.
  • Develops tactical implementation plans for approved training strategies, ensuring adherence to adult learning principles and facilitating the integration of new learning to IEC-BC employer resources.


Stakeholder Engagement and Partnerships

  • Develops and leads consultations with project partners and stakeholders.
  • Manages relationships with project partners and stakeholders (employers, service delivery organizations, business associations and educational institutions).
  • Develops training partnerships with relevant partners.
  • Participates in related committees, planning tables, working groups, etc. as assigned.


  • Performs other work-related duties as assigned by the CEO or Senior Management.


About You: Required Education, Experience and Skills:

  • Post-secondary education, with a focus in human resources, organizational development or a related field.
  • Minimum three years progressive work experience in training and development related function.
  • Demonstrated experience in leading program development, implementation, monitoring and evaluation of training programs, including train-the-trainer models.
  • Experience with adult learning principles and practices and its application to program development and instructional design.
  • Knowledge of instructional design models and experience with e-learning design and web-based training.
  • Proficient with using content authoring tools such as Adobe Captivate, Articulate Storyline and Lectora Inspire.
  • Demonstrated effectiveness in conceptualizing, implementing and evaluating innovative programming.
  • Demonstrated knowledge of diversity and inclusion issues as they relate to skilled immigrants, and current thinking in the field of cultural competence in the workplace.
  • Excellent research skills and ability to work independently to source innovative practices and approaches for learning resources.
  • Skilled in facilitation and training methodologies (including workshops, train-the-trainer, etc.).
  • Demonstrated ability to work with and build effective relationships with all stakeholders.
  • Excellent written and oral communication skills, and organizational skills.
  • Strong time management skills and an ability to be flexible.
  • High proficiency in Microsoft Office applications.
  • Knowledge of Customer Relationship Management (CRM) systems, Sugar or other CRM software is an asset.
  • Experience working effectively in a small team environment to achieve project and organizational goals.
