Job Description
Position Summary:
Reporting to the Director, Human Resources, the Human Resources Manager will provide the full spectrum of human resource services to the organization. While this is a generalist position, the focus will be on recruitment, organization design, health and safety and special projects. This role requires excellent consulting, advisory and communication skills to work directly with managers and directors. In addition, the role will be responsible for managing projects such as the annual employee engagement survey, implementation of new HR technology, HR process review/ updating and the performance management process.
Key Responsibilities:
Human Resources
• Develop employee policies to ensure compliance with applicable laws and enhance employee effectiveness and engagement.
• Oversee the performance management process, ensuring a consistent approach across the organization that emphasizes individual development and regular coaching and feedback.
• Partner with leaders to develop performance management improvement strategies, including coaching leaders through the progressive discipline and performance improvement processes.
• Gather data and feedback from employees to support the enhancement of HR practices and processes.
• Leverage HRIS to effectively analyze data.
Talent Acquisition
• Develop, coach and advise Hiring Managers on recruitment processes, interview techniques and selection criteria to ensure that quality of hire is maximized.
• Ongoing review and enhancement of recruitment processes, practices and methods.
• Works in conjunction with business leaders to understand current and future talent needs based on strategic analysis.
• Partners with business leaders to proactively build and maintain talent pipelines to ensure that the right talent is available when required.
• Maintains effective relationships with talent prospects, internal business partners, and external vendors, while ensuring an engaging and memorable candidate experience.
• Explore opportunities to leverage and enhance CHS’ online properties and brand reputation – career site, social media channels and other online platforms.
• Develop and implement diverse candidate assessment tools and methods – e.g. behavioural interviewing, psychometric assessment, skills-based assessment.
Other Critical Activities & Projects
• Lead the design and delivery of the annual employee engagement (Worklife Pulse) survey – includes launch, communication, training and action plan coordination and tracking.
• Support the implementation and adoption of new HR, Payroll and Benefits software.

Qualifications:
• University degree or college diploma specializing in Human Resources, or related fields such as Business Administration, Industrial Relations or Psychology, is required.
• 6+ years of progressive HR and full-cycle recruitment experience required.
• Proven capability to source and select top talent, including leveraging multiple talent attraction channels.
• Knowledge and experience working with recruitment technology and innovative practices (e.g. direct sourcing, pipeline building, career-site optimization).
• Demonstrated ability to effectively manage multiple priorities in a fast-paced and dynamic environment.
• Exceptional commitment to customer service with demonstrated ability to build relationships with colleagues at various levels of the organization.
• Proficiency with MS applications (Word, Excel, PowerPoint, MS Cloud), and web recruitment tools including social media (LinkedIn, Twitter, Facebook, career site).
• Exceptional written and verbal communication skills are required.
• Previous experience leading and supporting a workforce planning process is desired.
• Working knowledge of Health and Safety, as it relates to HACCP, WSIB, and the Occupational Health and Safety Act.
• Familiarity with using HR metrics and data analytics.
• Advanced knowledge of Provincial employment legislation, notably Ontario.
• CHRP/CHRL is an asset.
• Project management experience is an asset.
