Funded by Infrastructure Canada (INFC), the Municipal Asset Management Program (MAMP) is a eight year $110 million national initiative whose goal is to enable Canadian municipalities to manage their infrastructure assets more strategically and thereby improve the quality of public infrastructure services for Canadians in the future. Managed by FCM, in close collaboration with provincial and territorial municipal associations (PTAs) and other stakeholders, the MAMP has two complementary priorities: reinforce municipal and local community capacity in infrastructure assets planning, management, data collection and reporting; and generate new knowledge in municipal infrastructure management to inform federal policy and other stakeholders’ initiatives that advance asset management and infrastructure practices.

MAMP’s capacity building pillar is a subset of the program and provides technical assistance and awareness-building training to municipalities through projects delivered by partner organizations who apply for funding from FCM.


Major Purpose:

The Officer will report to the Manager, Capacity Building and Knowledge Mobilization – MAMP.  The incumbent will be responsible for the delivery of the following objectives of the Program:


1.Implementing and coordinating the resources and activities as well as managing the results of the capacity building component of the program for the assigned group of partner organizations, including:


a. Management of partner organization’s contracts to ensure that obligations are met

b. Conducting regional awareness and engagement activities on the importance of municipal asset management

c. Providing technical assistance to municipalities on asset management with partner organizations

d. Development, coordination and delivery of training sessions and workshops

e. Support for peer and group learning opportunities.


2. Facilitating effective collaboration and knowledge exchange related to municipal asset management amongst municipalities, provincial and territorial municipal associations, industry associations, and other key partner organizations and stakeholders;


3. Building capacity by increasing awareness, access and understanding of municipal asset management best practices; and


4. Providing leadership through the delivery of programming and resources (e.g. guides, workshops, case studies, success stories) that facilitate the wide-spread adoption of municipal asset management practices.


In addition to working closely with the MAMP team, the Officer will be working with colleagues in other FCM programs, including the Green Municipal Fund, and the Municipalities for Climate Innovation Program, to ensure a coordinated and complimentary approach to FCM initiatives that support sustainability with external partners and in our membership.


Key Responsibilities:

  • Works in close collaboration with partner organizations for the implementation and the timely and coordinated delivery of capacity building activities of MAMP.
  • Manages partner organization’s contracts to ensure that the partner organization obligations are met and to ensure the reconciliation for payments against contract.
  • Establishes and maintain collaborative relationships with provincial and territorial municipal associations, industry association, and other key partner organizations and stakeholders to ensure continual sharing of knowledge and information on capacity building activities, and to support current and future program delivery.
  • Facilitates the sharing of knowledge and networking between partners, FCM and municipal governments, including working with partners to develop tools, resources or networks to support municipal asset management.
  • Maintains regular contact, answers inquiries, prepares and organizes meetings with provincial and territorial municipal associations, industry association, and other key partner organizations and stakeholders as part of contract management.
  • Coordinates regional meetings, including overseeing logistical and administrative preparation, drafting agendas and reports, facilitating discussions, documenting decisions and following up on action items.
  • Support the development and lead the delivery of peer learning & broad reach programming in MAMP priority areas.
  • Delivers programming to support MAMP capacity building for the effective dissemination of project-related knowledge transfer, brokering and mobilization.
  • Provides advice and support to the Manager, Capacity Building and Knowledge Mobilization, on matters related to the capacity building component of MAMP, including reporting on resources, identifying opportunities and developing proposals for capacity building events and activities.
  • Designs, develops content and facilitates meetings and various activities (e.g. webinars, web conference) to support MAMP and its capacity building goals while ensuring integration of complementary activities (e.g. workshops, and meetings) with FCM departments.
  • Liaises with FCM Communications to develop content for various communications platforms, including but not limited to the FCM web site, e-bulletins, social media channels (Linked In, Twitter), brochures, and surveys as well as coordinating the graphic design and translation needs for capacity building program deliverables and outreach.
  • Supports the Manager, Capacity Building and Knowledge Mobilization, in the effective management of the resources associated with this mandate, including the preparation and monitoring of annual plans, budget, reports, surveys, and evaluations.
  • Participates in the identification of new or emerging risks for analysis, and in the development of the risk responses. Monitors the effectiveness of the risk responses.


Knowledge and Experience:

  • University degree in organizational learning, adult education, public administration, business administration or a related discipline.
  • Minimum 5 years proven experience designing and delivering initiatives which connect diverse stakeholders (e.g. government, not-for-profits, private sector, etc.) to deliver on capacity building approaches, adult education, and the transfer of skills and knowledge; build capacity; and measure impacts.
  • Excellent project and contract management skills, strong organizational skills and the ability to manage multiple files. Experience in managing contracts in the context of federal funding is considered an asset.
  • Strong verbal and written communications, negotiation, representation and influential skills.
  • Leadership role in the context of managing a very diverse group of stakeholders and inputs from various sources.
  • Knowledge of the Canadian municipal sector structure, needs, and capacity.
  • Experience in group facilitation and consensus building.
  • Proven effective presentation skills in English and French.
  • Excellent interpersonal skills, strong diplomatic and cultural sensitivity skills, and strong client/service orientation, with the ability to establish support and credibility at all levels, within and outside of the organization.
  • Detail oriented and strong analytical skills.
  • Sound knowledge in asset management, municipal infrastructure and other related sectors to the program, and experience working in or with municipalities, a strong asset.
  • Network of key stakeholders in Canada who are strategic for infrastructure asset management skills building and policy development, an asset.
  • Knowledge and experience of working with elected officials and senior level executives, an asset.


  • The ability to work in both official languages is required.


  • Domestic travel within Canada up to 10 times a year.
